I. Background
Over the past years, Viet Nam has exerted tremendous efforts to complete the national legal framework for wildlife protection; especially regulations on administrative and criminal sanctions against wildlife protection violations. However, in the process of implementation, it has been revealed that there remain some gaps and loopholes in the legal framework, which leads to inconsistent application of related regulations for law enforcement and judicial agencies, particularly regarding African pangolin scales, integral parts of wildlife, wildlife’s products, …
In that context, WCS would like to procure consultancy services to help develop visual guideline materials on the procedures for handling cases of violating legal regulations on wildlife protection (both in print and electronic formats). These materials will support the relevant authorities in effectively handling wildlife-related cases.
II. Objectives:

Provide guidance & disseminate the process of handling violations related to wildlife protection and notable issues for law enforcement officials, prosecutors, and judicial officers at the local level who directly handle wildlife-related cases;

Propose solutions to resolve difficulties and obstacles in handling wildlife-related cases and give relevant solutions.

The constancy services are expected to:
1. Develop and finalize the plan in coordination with WCS;
2. Select & agree on the format for the guidance of cases report;
3. Build criteria for selecting appropriate content and cases correspondent with the purpose & format of the guidance;
4. Conduct field surveys in some localities and select typical cases;
5. Develop a draft, demo document/ construct a script for the guidance of a case report and notable issues for law enforcement and judicial officers at localities directly handling wildlife-related cases;
6. Exchange and finalize with WCS on the draft and demo document;
7. Consult with experts from law enforcement agencies, judiciaries, training institutions, and research institutions in related fields;
8. Develop and edit detailed content for publication materials (writing documents, filming...);
9. Organize meetings, and consultation workshops; Collect opinions from experts and relevant individuals/ units;
10. Finalize the publication, proceed with publishing procedures and announce the publication.

IV. Requirements (selection criteria):
1. Press and media agencies/units in the field of law enforcement and justice, or related fields.
2. Experienced in developing and producing various types of publications/materials related to the topics of wildlife protection and high-tech crime in Viet Nam;
3. Experienced in developing communication and training materials, and publications for officials of law enforcement and judicial agencies such as police and prosecutors;
4. Have a team of experts, reporters, and editors who are knowledgeable about the issue of illegal wildlife trade in Viet Nam and the roles of law enforcement and judicial agencies in preventing and combating illegal wildlife trade;
5. Experienced in cooperating and coordinating with international organizations and non-governmental organizations to develop and produce similar publications is an advantage.
