I. Background:
Pre-COVID-19, people from Quang Binh province were often recruited and brought to other countries like Malaysia, and Korea…for working, both via official and unofficial gateways. In 2018 and 2019, in the whole province, more than 7 thousand workers were working abroad through official channels.
During the COVID-19 period, these activities seemed to have slowed down due to the strict travel, disease controlling and immigration policies in Viet Nam and other countries. In 2020, according to statistics from the Department of Labor, War Invalids and Social Affairs of the province, only about 2 thousand workers in Quang Binh province were allowed to go abroad to work through official channels.
From the end of 2022, in a post-COVID context, the local government continued the policies, support, and promotion of the recruitment of residents for labour export. With the support and promotion from the local government, the number of people who registered for labour export increased. However, besides the majority of workers registering to work abroad through official channels; many organizations and individuals also find ways to bring Quang Binh workers abroad illegally under the guise of "labor export", or conduct illegal immigration activities. While many workers are motivated to work to elevate their financial status, a few workers changed the goal of their trips to a more negative direction such as running away to find another job instead of fulfilling the signed labor contract with the employers, or participating in illegal activities in the host country; this brought negative impacts to Viet Nam as well as other residents.
To further understand this issue, WCS Viet Nam plans to conduct a quick research/survey to collect and analyse information regarding Vietnamese citizens from Quang Binh going to Malaysia as labour export post-COVID-19; the finding from this research/survey will serve as the basis for further research and intervention in the future.
WCS Viet Nam needs to recruit consultants to carry out this research/survey on the situation of migrant workers from Quang Binh to Malaysia
II. Objectives:
To get an update situation of the citizens of Quang Binh who work in Malaysia through official and unofficial channels and their issues while working and staying in Malaysia, including violation of legal regulations of the host country, since post-COVID-19 up to the date.

Activity 1:
Develop a plan to conduct the research/survey, including reviewing available documents, and revise and finalize based on WCS’s comments.

Activity 3:
Compile the results of the survey and develop a survey report about Vietnamese citizens from Quang Binh migrating to work in Malaysia and their related issues during work and stay in the country, post-COVID-19 until now.
The report should answer to questions listed in Appendix B_Research question (available upon request)

IV. Requirements (selection criteria):
- Be Vietnamese
- Have a graduate/postgraduate degree in journalism, environment, law, social science, or related majors to this survey topic.
- Possess 3-5 years of experience in conducting research/field surveys related to this topic, especially about trading of wildlife and its products, or other environmental issues.
- Demontrade a minimum 3 years of experience in carrying out activities in Quang Binh, and an understanding economic and social issues in this area.
- Exhibit good skills in developing plans and implementing field surveys.
- Have good skills in information compilation and developing survey reports by Vietnamese.
V. Application procedure:
