I. Background:
Wildlife-related crime is considered a transnational organized crime and is associated with other types of crime such as money laundering, tax evasion, and corruption. Wildlife traffickers are using more sophisticated methods and information technology to move, hide and launder their illicit proceeds, such as cash smuggling, trade-based money laundering, shell companies, and other informal value transfer systems, and cryptocurrencies.
Cyber-enabled crime has grown rapidly in recent years, along with the growth of the internet, usually outpacing the ability of law enforcement officers to counter it. While wildlife traffickers make direct use of cyber platforms to sell illegal wildlife products, they also make use of the digitization and globalization of financial systems to obscure profits and circumvent traditional checks on financial activity.
In Viet Nam, according to Article 3 of the Resolution 3/2019 of the Supreme Court’s Judge Council, wildlife crime is considered as a predicate offence for money laundering crime. WCS’s training needs assessment with selected prosecutors and judges in Viet Nam have identified that they mostly focus on handling the predicate offences which are the offences against regulations on the management and protection of wild animals, and offences against regulations on the management and protection of endangered, rare animals, but not their illicit proceeds as the subject of money laundering offence. There are a few reasons for this problem including a lack of knowledge on conducting and monitoring the financial investigation into wildlife crime to explore the types of evidence that need to be collected during law enforcement operations, identify offenders and assets obtained with proceeds of crimes; and limited skills to examine financial documents, trace and analyze financial flows.
WCS Viet Nam will collaborate with the Supreme People’s Procuracy (SPP) and designated lecturers and trainers to conduct a training course on using digital and financial evidence to prosecute wildlife crime for 20 in-service prosecutors who are joining the Wildlife Crime Leadership Initiative (WCLI) program in Viet Nam. Therefore, we are seeking an international consultancy service to conduct a 3-day training course as well as prepare for an internationally recognized accreditation of this training course.
II. Objectives:
Selected consultant(s) will work closely with WCS Viet Nam’s Program Manager and other relevant WCS staff members and the training team, when it is appropriate to:
- develop and deliver a 3-day training course on collecting, analyzing, and using financial information and digital data as evidence to investigate and prosecute wildlife crime.
- support the application for an internationally accredited program of the 4-day training course on using digital and financial evidence to investigate and prosecute wildlife.
III. Description of work:
The selected international consultant(s) will work closely with WCS Viet Nam’s Program Manager and other relevant WCS staff members and the training team to execute, but may not limited to, the following activities:

- Money laundering through offshore structures & jurisdictions.
- Obtaining evidence from international jurisdictions.
- Develop relevant case studies for group work in the training.

IV. Requirements (selection criteria):
- Experience in instructional management and development of training programs for law enforcement and judiciary.
- Be a qualified awarding organization to provide internationally recognized accreditation for the training programs for law enforcement and judiciary.
- Demonstrated profiles in training law enforcement and judicial officials, preferably those with experience in Asia.
- Excellent coordination, communication, and facilitation skills.
- Experience working at the interface of NGO and Government on law enforcement.
- Knowledge of wildlife trafficking, anti-money laundering and financial investigation to support prosecution and conviction of wildlife crime is an advantage.
- Previous experience with WCS is an advantage.
V. Application procedure:

- a statement of capacity (no longer than 2 pages) that demonstrates their capacity to undertake this term of reference including experience providing similar services, appropriate technical expertise, and capability.
- Brief proposal (no longer than 3 pages) of their proposed approach to this assignment, including a financial proposal.
- two references from previous clients for related services.
