I. Background:
The trade in wildlife and wildlife products is increasingly shifting to online platforms, especially since the outbreak of COVID-19. However, cyber-enabled Illegal Wildlife Trade (IWT) is often overlooked, falling at the intersection of agencies’ responsibilities. Environmental police departments often lack the skills and expertise to detect and investigate online wildlife trade and high-tech/digital crime police departments are often unaware of or knowledgeable about the operations of wildlife criminals and pay little attention to detecting and investigating online IWT. A lack of cooperation between these agencies hampers investigations.
In this situation, the stakeholder analysis and review of their existing inter-agency collaboration and cooperation mechanisms on detection and investigation of cyber-enabled IWT in Viet Nam will help identify what can be improved. Therefore, WCS is seeking a consultant to support us in researching this issue. Results of this research could be presented in workshop/s on the topic hosted by WCS and its government partners and be a good reference for different agencies.
II. Objectives:

To identify and analyze stakeholders relevant to detecting and investigating cybercrime associated with IWT in Viet Nam.

To identify and clarify the mechanisms for cooperation within police forces and among police forces and other stakeholders in detecting and investigating cybercrime associated with IWT in Viet Nam.

To figure out the advantages and disadvantages, gaps and loopholes in the existing collaboration and cooperation mechanism (if any), then provide recommendations to improve the effectiveness in CWT.

Reviewing the existing public provisions and regulations on the topic research, including but not limited to those in laws, decrees, circulars, case laws, regulations of relevant sectors such as police forces, customs agencies, Ministry/Department of Information and Communications, etc.

Listing all stakeholders involved in detecting and investigating cyber crimes related to IWT in Viet Nam, including but not limited to stakeholders such as police forces, customs agencies, Ministry/Department of Information and Communications, etc. and analyzing their respective roles.

Indicating mechanisms for cooperation between police forces and between police forces and other stakeholders, such as customs agencies, Ministry/Department of Information and Communications, etc. in detecting and investigating cyber crimes related to IWT.

Identifying advantages and disadvantages of applying the indicated mechanisms.

Giving recommendations to improve the effectiveness of cooperation within police forces and among police forces and other stakeholders in detecting and investigating cyber crimes related to IWT in Viet Nam.

A research report (about 30 pages excluding the appendix) on the current cooperation mechanism in detecting and investigating cybercrime associated with IWT in Viet Nam and; recommendations.

IV. Requirements (selection criteria):

Master or Doctor degree(s) in law, criminology, security science or related fields.

At least 10 years of relevant experience in law enforcement and/or training education for law enforcement forces and/or academic research.

At least three research products related to cybercrime, economic crime or related fields.
-
Experience in inter-agency collaboration and CWT field would be preferred.
