I. Background:
Illegal wildlife trade continues to pose a serious threat, causing significant harm to biodiversity and contributing to the decline of wildlife populations, particularly endangered and rare species. Wildlife-related criminal cases are often complex in nature, involving inter-provincial and transnational elements, and require criminal justice authorities to possess specialized knowledge and practical skills in evidence analysis, species identification, valuation, handling of exhibits, and the appropriate application of laws throughout the stages of investigation, prosecution, and adjudication.
To strengthen students’ practical legal skills, especially in skills necessary for adjudicating activities, including identifying legal issues, analyzing and evaluating evidence, monitoring courtroom procedures and proceedings, recording trial developments, and synthesizing practical issues arising during adjudication, WCS Viet Nam will collaborate with the Viet Nam Court Academy (VCA) to implement a series of activities entitled “Enhancing practical legal skills in handling wildlife-related cases in Viet Nam.” The activities will include reviewing and analyzing the practical application of laws in wildlife-related judgments during 2024 - 2025; developing guidance materials for courtroom observation and documentation of judicial practices; organizing training sessions for VCA students; and supporting students in attending and observing actual court hearings involving wildlife crimes. This initiative serves as an important foundation for improving the quality of practical legal education and preparing a future judicial workforce equipped with the knowledge and skills necessary to meet the demands of combating wildlife crime in Viet Nam.
To support the effective implementation of the above activities, WCS Viet Nam is seeking one (01) team of experts to provide advisory, technical, and logistical support for these activities.
II. Objectives:
- Review and analyze the practical application of laws in wildlife-related judgments during the period of 2024 - 2025;
- Develop guidance materials for attending, observing and documenting adjudication practices in wildlife-related cases;
- Organize training sessions and guide the use of the Guidance Materials for students;
- Support students in attending, observing, and practicing the application of the Guidance Materials during actual court hearings of wildlife-related cases.

- Design the content of the Guidance Materials to be concise, practical, user-friendly, and appropriate for the intended users;
- Consult with and incorporate comments and feedback from WCS Viet Nam and VCA, and relevant stakeholders to finalize the content of the materials;

III. Conduct training sessions on the use of the draft Guidance Materials for attending, monitoring, observing, and documenting adjudication practices in wildlife-related cases

- During the training
- Coordinate with WCS Viet Nam and VCA to organize the training courses in Hanoi and Ninh Binh, ensuring that all technical and logistical requirements are met in accordance with the agreed plan.

- Develop the training report and provide recommendations for revising the Guidance Materials (if any);

IV. Organize three (03) practical sessions on applying the Guidance Materials at actual court hearings
|

1. Before the practical sessions
- Identify People’s Courts which has opened trials of wildlife-related cases that are suitable for the objectives of the activity;
- Liaise with, seek permission from, and coordinate with the appropriate People’s Courts and competent authorities to arrange the attendance and observation of the court hearings for students;
- Develop implementation plans for each practical session.

2. During the practical sessions
- Arrange for students to attend, observe, and document adjudication practices at the court hearings;
- Support students in using forms and observation sheets during the monitoring of court proceedings;
- Organize a meeting and exchange with the appropriate People’s Court on adjudication practices in wildlife-related cases, where practicable.

3. After the practical sessions
- Support students in finalizing their practical activity reports;
- Document key findings, challenges, and emerging issues from the practical sessions to support improvements in the organization and application of the Guidance Materials.

Total allotted time (total working days): To be determined based on the service provider’s proposal and approved by WCS.
IV. Requirements (selection criteria):
The team of experts responsible for coordinating with WCS Viet Nam and other partners to implement the above-mentioned activities shall meet the following criteria:
01 Technical team (up to 03 people):
- Holds a master’s or PhD degree in Laws, Judiciary, Procuracy, or other related fields;
- Have at least 2–5 years of experience in law enforcement or legal research; the Technical Team Leader must have at least 7–10 years of relevant experience;
- Skills in legal research, analysis, and assessment of relevant legislation and data, as well as preparation of analytical reports;
- Experience in training/teaching for judicial officers.
- Ability to liaise and work closely with local law enforcement agencies;
- Knowledge and understanding of the handling of violations of wildlife protection regulations in Viet Nam;
01 Coordination:
- Hold a bachelor’s degree in laws, social sciences, public administration, or other relevant fields.
- Have experience in organizing training courses or workshops at educational institutions or coordinating activities with non-governmental organizations (NGOs).
- Knowledge and understanding of the handling of violations of wildlife protection regulations in Viet Nam is advantage.

- Financial proposal (in VND), indicating the total number of working days, the proposed daily rate for each member, inclusive of all applicable taxes and fees (e.g., personal income tax, VAT, etc.).
