I. Background:
Illegal wildlife trade (IWT) has grown on online platforms, becoming more sophisticated and complex. According to the Supreme People’s Procuracy (SPP), during 2022-2023, there was a significant increase in prosecuted wildlife cases with 568 cases involving 720 offenders. Notably, 252 of these offenders utilized online platforms and mobile devices for communication and trading of wildlife products. That required law enforcement efforts to collect digital data to identify the whole network of criminal associates. Open-source intelligence (OSINT) tools that leverage publicly available data have expanded to offer solutions that enhance digital data collection and analysis. Recently, WCS Viet Nam has organized several training sessions to familiarize prosecutors and police with OSINT tools to aid them in the fight against cyber criminals.
To further enhance the knowledge and skills of law enforcement and judicial officers in using OSINT tools and digital data in detecting and investigating online IWT, WCS Viet Nam is seeking an expert who has a broad knowledge of OSINT tools to develop a comprehensive guideline for investigating online IWT. Once finalized, the guideline will be made accessible for broader application by law enforcement and judicial officers at national and provincial levels, especially where there are significantly identified online wildlife trade.
II. Objectives:
Develop and facilitate the use of a guideline for investigating online IWT to equip law enforcement and judicial officers with the essential knowledge and tools for effectively investigating online illicit wildlife trade.

1. Develop a guideline for investigating online IWT
- Research and review available materials on cyber-enabled IWT and OSINT investigation, including those provided by WCS Viet Nam.
- Develop a detailed outline of a guideline for investigating online IWT, including but not limited to:
- General technology terms related to cybercrime investigation.
- Overview of OSINT resources and OSINT investigation.
- Introduction OSINT tools
- Internet investigation.
- Social media investigation.
- Email investigation.
- Online Market Investigations;
- Dark web investigation.
- Some key points for collecting and utilizing digital data as evidence in wildlife crime cases
- The collection and preservation of digital data;
- Transformation of collected digital data into evidence for investigations and prosecutions of wildlife crime.
- Develop a step-by-step guide of different IWT investigative techniques from open source.
- Revise and finalize the guidelines based on the WCS Viet Nam’s comments;

2. Facilitate the use of a guideline for investigating online IWT
- Develop the presentations based on the secured agenda and finalized guidelines, including practical exercises.
- Co-facilitate different sessions during the training sessions/meetings organized by WCS Viet Nam.
- Provided remote/virtual technical support to above mentioned participants in implementing the guideline (if any)

IV. Requirements (selection criteria):
- Graduate/postgraduate degree in information technology, law, criminology, or related majors.
- Knowledgeable about cybercrime and techniques in the collection and preservation of electronic digital data.
- Experience in collecting information from open sources, digital forensics, or delivering training sessions on digital data and OSINT investigation.
- Good presentation skills.
- Understanding of illegal wildlife trade and counter wildlife trafficking in Vietnam is an advantage.
