I. Background:
Research has shown that approximately 60.3% of emerging infectious diseases in humans are zoonotic diseases, and 71.8% of these originate from wildlife. The number and proportion of diseases originating from wildlife have been increasing over the past few decades. The COVID-19 pandemic caused by the SARS-CoV-2 virus was detected in different species including both domestic and wild animals though the routes of virus transmission (directly or indirectly) have not been identified. It indicates that more efforts should be made to control activities involving close contact between humans and wildlife, particularly wild animals in which a comprehensive legal framework is essential to effectively prevent risks and control the transmission of zoonotic diseases.
Currently, the Ministry of Health is presiding and coordinating with agencies to develop the Law on Disease Prevention to replace the Law on Prevention and Control of Infectious Diseases (2007). Hence, WCS is looking for 01 experienced expert in the field of developing the law on the prevention and control of infectious diseases, particularly zoonotic diseases to conduct research on international experience and provide recommendations for Viet Nam.
II. Objectives:
The expert will take responsibilities as below:
- Research on international experience in building legal regulations on the prevention and control of the transmission of zoonotic diseases.
- Provide recommendations, and proposals to complete the draft of the Law on Disease Prevention based on the research.

- Develop a report outline:
- Research, and review regulations related to international law, particularly international health regulations (IHR) applied to the World Health Organization (WHO).
- Research, and review provisions of the Law on Prevention and Control of Infectious Diseases (2007), the draft of the Law on Disease Prevention, and current documents regulating the control of zoonotic diseases, especially wildlife-related diseases.
- Present the issues requiring proposals for amendment or supplementation related to prevention and control of zoonotic diseases, including wildlife-related diseases;
- Discuss and agree with WCS Viet Nam on the report outline “International experience in developing the law on prevention and control of transmission of zoonotic diseases, and recommendations for Viet Nam”.

- Develop and finalize the report:
- Select some foreign countries with good practices in preventing and controlling the transmission of zoonotic diseases, particularly wildlife-related diseases (such as China, Korea, the United States, etc.) to conduct research.
- Research, and analyse legal regulations related to the prevention and control of zoonotic diseases in selected countries and their implementation of these regulations within the national legal framework in practice.
- Synthesize information and provide appropriate recommendations to contribute to the amendment to the Law on Disease Prevention based on the research on the international experience.
- Finalize the report based on the approved report outline that includes WCS’s comments.

IV. Requirements (selection criteria):
- Possess graduate/postgraduate degree in Law, public health, preventive medicine, or related majors.
- Have a proper understanding of the international and Vietnamese legal systems related to wildlife protection, prevention of zoonotic diseases, and preventive medicine.
- Demonstrate experience and contributions to law-making or working experience in medicine or the veterinary field.
- Priority will be given to candidates with a proven track record of reports, scientific research, or articles related to the law on the prevention and control of infectious diseases, wildlife protection, or veterinary science.
V. Application procedure:

- An updated CV including contact information for reference on at least 2 similar research reports that have been implemented by the consultant;
- A technical proposal outlining the approach and methodology for the research;
- A financial proposal (in VND, the estimated total number of working days and daily rates of consultant including all taxes and fees such as personal income tax, VAT, etc.);
- Similar reports, scientific research and articles previously conducted by the consultant.
