I. Background:
Right after COVID-19 emerged, in 2021, WCS Viet Nam developed a strategic advocacy campaign with the participation of multi-sectoral actors to re-frame conservation and actions on commercial wildlife trade as a public health issue. In doing this, we have mobilized the public health sector to take actions in advocating relevant policy changes, especially the legal reform to prohibit the commercial trade in wild birds and mammals for human consumption. Particularly, we planned to conduct key activities as follows:
- Develop a three-year advocacy plan aimed at ending the commercial trade of wild birds and mammals for human consumption.
- Conduct a joint-agency risk assessment focused on aspects of commercial trade in wild birds and mammals that will be disseminated to key government stakeholders and highlighted in local and international media channels.
- Track public opinions, attitudes, and support for ending the commercial trade in wild birds and mammals for human consumption over the year.
- Increase understanding of how wildlife trafficking is adapting to post-COVID-19 changes to inform policy development.
We also set out targets to track our progress through a set of results and deliverables. However, the constant changes in the social, economic, and political environment during and post-COVID-19 have impacted our project implementation plan. Assumptions for these changes were not fully reflected in the original project design.
To overcome this challenge and avoid missing any factor contributing to realizing our ultimate objectives, WCS Viet Nam is seeking expert services to conduct an M&E training for WCS Viet Nam staff.
II. Objectives:
The consultant service will help to improve WCS Viet Nam staff’s abilities in project monitoring and evaluation; particularly tracking the progress and results of policy influencing and communication on policy reform toward ending commercial trade of wild birds and mammals for human consumption in Viet Nam.

IV. Requirements:
The consultant is expected to have the following appropriate competencies to fully execute the scope of this consultancy service:
- Have in-depth expertise in development project monitoring and evaluation
- Minimum 5 years of experience in conducting training in the field of M&E
- Work experience in developing and implementing training programs on M&E in counter wildlife trafficking sector would be an advantage
- Experience in conducting training sessions specifically tailored for NGOs
- Excellent process communication and facilitation skills as well as a comprehensive understanding of training resources and techniques
