I. Background:
Since 2016, WCS Viet Nam has worked with the Criminal Statistics Bureau (CSB or Department 2) of Supreme People’s Procuracy (SPP) of Viet Nam on collecting data, assessing the situation of wildlife violations and crime, and measuring how relevant law enforcement and judicial agencies have responded to the situation. To date, three reports for the periods of 2013-2017, 2018-2019, and 2020-2021 have been developed and published.
Implementing the cooperation plan between WCS and the SPP in 2023-2024, WCS Viet Nam will continue to work with the SPP’s Department 2 to assess the wildlife violations nationwide; and develop a report on the situation of wildlife crime and the law enforcement response in Viet Nam in 2022-2023.
To support WCS Viet Nam and the SPP’s Department in implementing a series of activities to prepare, collect, and analyze data and then develop the report, WCS Viet Nam needs to recruit a consultant group to carry out some specified tasks.
II. Objectives:
A group of consultants will cooperate with WCS Viet Nam and the SPP’s Department 2 to carry out activities to achieve the following objectives:
- To improve the knowledge and skills of prosecutors/officials in charge of data collection, analysis, and interpretation of data for reporting crime situation purposes.
- To propose the integration of automated data collection and statistical form of wildlife cases into the existing database management system for data statistics and analysis purposes.
- To assess the situation of wildlife crime nationwide and the effectiveness of the criminal justice system in handling wildlife crime cases from 2022 to 2023.
III. Description of work:

1. Review and improve the toolkit for data collection, criminal statistics, and data analysis:
- Review and provide comments to the toolkit developed by WCS Viet Nam and the SPP’s Department 2, including data collection forms and guidance.
- Consult with relevant officials in the prosecution system and work with WCS Viet Nam and the SPP’s Department 2 to test and finalize the toolkit.

- Provide comments on training materials developed by other independent experts.

- Conduct a feasibility study and propose the integration of the automated forms developed by WCS Viet Nam and the SPP’s Department 2 into the existing database system of procuracies
- Consult with relevant officials of other law enforcement and judicial agencies about the proposal.

A proposal for integration of automated data collection and statistical form of wildlife crime cases into the existing database system of the procuracies will be developed and consulted.

3. Data collection, verification and validation of wildlife crime cases:
- Guide local officials/prosecutors to use data collection forms to collect data and report wildlife crime cases nationwide during 2022-2023.
- Compile data collected from provinces and cities into one dataset.
- Compile collected reports of the situation of wildlife violations and crime by provinces and cities.
- Review collected data then consult/clarify information with relevant officials/agencies and correct (if any).
- Support preparing for field visits to selected provinces/cities to verify and validate collected data (tentative: 3 trips to 3 provinces): select location, prepare data and material;
- Review and compile field visit results.
- Compile and clean the dataset.

- A dataset of wildlife crime cases in the period of 2022-2023 nationwide will be collected, verified and validated.
- Reports on wildlife crime situation and the law enforcement response in 2022-2023 by provinces and cities will be collected and compiled.
- Field visit trip report.

4. Data analysis and report development:
- Study and review three reports from the previous periods and propose an outline for the report on the situation of wildlife crime and law enforcement responses in Viet Nam for the period of 2022-2023.
- Analyse collected data and develop a report by using the approved report outline, including revising and finalizing the report based on comments from WCS Viet Nam, the SPP’s Department 2, and other independent experts who are selected and proposed by WCS Viet Nam. The content of the report includes three main parts but is not limited to:
- Wildlife crime situation (number of cases, types of violations, violated species, etc.);
- Results of law enforcement efforts of the criminal justice system.
- Advantages and disadvantages in the application of the relevant laws and policies; and recommendations to improve the legal framework and enhance the effectiveness of law enforcement and judicial agencies.

- A report on the situation of wildlife crime and the law enforcement responses in Viet Nam in 2022-2023 will be developed and approved.

IV. Requirements (selection criteria):
The consultant group responsible for coordinating with WCS Vietnam and Department 2, SPP to implement the activities must meet the following criteria:
Team leader: Responsible for coordinating and supervising the work to ensure commitment and quality, must meet the following criteria:
- Have a postgraduate degree in law, criminology, or related majors;
- Possess in-depth knowledge of the criminal justice system, especially regarding wildlife crime in Viet Nam;
- Have a minimum of 15 years of experience working in law enforcement; with a preference for experience in criminal statistics and the development of crime reports within the procuracy system;
- Demonstrate knowledge and experience in developing data collection and analysis forms, and crime statistical database systems; designing training programs and materials to improve the capacity of officials/prosecutors on criminal statistics work; analyzing and evaluating the situation of violations and crimes in general, and related to wildlife in particular.
- Exhibit strong analytical data and statistical evidence-based writing skills.
- Demonstrate the ability to establish relationships with units of the procuracy system from central to local levels; and relevant law enforcement agencies in provinces and cities during the process of data collection and consultation on wildlife crime situations.
Senior team member:
- Have a graduate/postgraduate degree in law, criminology or related majors;
- Knowledgeable of the criminal justice system, especially relating to wildlife crime in Viet Nam;
- Have at least 15 years of experience working in law enforcement; with a preference for experience in the procuracy system;
- Have knowledge and experience in coordinating data collection, analysis and report development assessing criminal situation and effectiveness of law enforcement responses;
- Exhibit strong analytical data and statistical evidence base writing skills.
Other team members:
- Have a graduate/postgraduate degree in law, criminology or related majors;
- Demonstrate knowledge of the criminal justice system;
- Possess strong analytical skills and hands-on experience in data and information compilation and report development.
