Service (to be performed): To provide the technical inputs for cooperation activities between Viet Nam National University of Forestry and WCS Viet Nam.

I. Background
Forest rangers in Vietnam are primarily responsible for forestry management, which includes wildlife protection. Besides the authority to deal with administrative violations in the forestry sector, forest rangers are one of the agencies tasked with conducting a number of investigations involving the six offenses related to forest and wildlife violations prescribed in the Penal Code according to the Law on Organization of Criminal Investigation Bodies 2015. They will process criminal information, institute the cases, and carry out some initial investigations before transferring the case files to investigating police, even in less serious criminal cases with clear evidence, forest rangers can transfer the case file directly to a competent procuracy. However, in fact, the rangers don’t proactively implement investigative activities but engage the police immediately when detecting a case with criminal signs. Admittedly, they lack the skills to solve criminal offenses related to forest and wildlife protection violations.
Vietnam National University of Forestry (VNUF) is a leading and official training institution in the forestry sector and provides an important personnel source for the national forest ranger force, however, its training curriculum mainly focuses on providing knowledge and techniques related to silviculture and forest resource protection and management but lacks of legal knowledge and law enforcement skills (such as detection, investigation, case profile preparation for prosecution) to deal with forestry crimes and violations. Therefore, WCS will collaborate with VNUF to integrate skills in detecting and handling violations in the forestry sector into the training program at VNUF.
To complete this objective, a consultant who is experienced in training activities in the forestry sector for forest rangers will be hired to perform as a team member of a technical group in charge of providing technical inputs to the group of experts of the University of Forestry.
II. Objectives:
To take part in providing technical inputs for cooperation activities including training material development, organization of training courses, consultation workshop regarding skills in detecting and handling violations in the forestry sector

IV. Requirements (selection criteria):

Having Master’ degree in Forestry, Law, Biodiversity Conservation and other relevant fields;

At least 15 years of experience working in police sector, developing training module/curriculum in crime prevention and combat;

Familiar with training needs assessment and training for students and in-service officers;
