Organization Background

WCS Viet Nam Program Overview
WCS has been working in Viet Nam since 2006, focusing on strengthening the commitment, capacity and actions of the government of Viet Nam to combat wildlife trafficking. Through support and cooperation with the executive and judiciary sectors, including the Ministry of Public Security, Supreme People’s Court, Supreme People’s Procuracy, Ministry of Justice, Ministry of Agriculture and Rural Development, and the National Assembly, it has provided and shared intelligence on criminal wildlife networks which help generate well-informed decisions in enforcement operations. WCS Viet Nam has generated a wide range of reliable data on a number of related issues on illegal wildlife trade, trained and briefed about 4,000 law enforcement officers, policy makers, journalists, researchers and managers nationwide in investigation and enforcement techniques, legal barriers and distributed a series of technical handbooks and guides. It has assisted central agencies to review and propose necessary changes to national legislation, criminal intelligence analysis systems, and inter-agency cooperation. WCS has also facilitated Government to Government dialogue through multilateral and bilateral collaboration efforts, between Viet Nam and Asian, African and Latin American countries, to detect and respond to illegal wildlife trade networks. Its wildlife health expertise has been leveraged to address unregulated wildlife trade and mitigation of pandemic threats, through collaborative research, training, and policy development. Recently, WCS Viet Nam has also expanded to species conservation, with a focus on finding and protecting Rafetus Swinhoei in the wild.
Job Summary
Under the supervision of the Program Manager, the Partnership and M&E Specialist will be responsible for designing and implementing the M&E activities and strengthening WCS Viet Nam program’s partnerships with the government, civil society, private sector, research institutions and others towards combating wildlife trafficking. S/he will jointly lead the reporting of project M&E progress; providing learning feedback that can be used to inform the proposal and implementation of program activities, and overseeing tasks related to monitoring, evaluation and adaptive management.
Responsibilities
A. Partnership management
1. Leads the development and operationalization of the partnership strategy;
2. Establishes and maintains a partnership database that maps out partner capacity, influencing channels, and strategic alignment;
3. Identifies and develops new partnerships that help to realize WCS’s CWT approach in Viet Nam;
4. Coordinates to ensure the involvement and feedback of partners are reflected in program design and proposal/concept paper development, as well as during program/activity implementation;
5. Promotes relationships of mutual respect and learning with partners, and guides partners on risk assessments and compliance;
B. Monitoring, Evaluation and Learning
6. Leads the development and implementation of appropriate M&E tools and systems for the WCS Viet Nam program; including data on quality assessment, challenges, lessons learned, case studies and proposed adaptive improvements;
7. Offers leadership, technically supports and works with program staff to accurately and timely gather data to track performance indicators under all grants and WCS Viet Nam’s strategy;
8. Works with the Grants Manager to ensure that sub-grantees and subcontractors follow M&E Plan as stated in the grant agreements;
9. Reviews and provides inputs into grant reports and ensures M&E sections are updated and accumulatively analyzed;
10. Coordinates M&E capacity-building activities for WCS Viet Nam staff and partners;
11. Works with the Communication team to develop the country's annual results report;
12. Contributes to the development of WCS Viet Nam policies and strategies including fundraising activities;
13. Acts as WCS’s representative at meetings and workshops as required;
14. Performs other tasks as assigned by the direct supervisor.
Minimum Requirements
- Master’s degree or equivalent in management, MIS, natural resource management, environmental or conservation management;
- At least 7 years of experience in results-based management and M&E;
- Experience with the non-profit sector (NGO, International organizations) is an added advantage;
- Demonstrated experience in data collection and analysis using both quantitative and qualitative methodologies; advanced skills in report writing and presenting the analysis to both technical and non-technical audiences;
- Excellent coordination, networking and partnership-building skills;
- Ability to work concurrently on multiple complex tasks and to respond to changing priorities on time;
- Strategic thinker with excellent interpersonal and negotiation skills;
- Proficient in written and verbal communication skills in English;
- Proficient computer literacy, specifically Excel and Word, Access and other MIS software or Statistical Software (SPSS, STATA)
- An understanding of key issues of illegal wildlife trade that WCS works on is an advantage.
