I. Background:
In Viet Nam, Wildlife Conservation Society (WCS), Viet Nam program has worked with a group of experts from the Department of Legislation and Scientific Management, the Supreme People's Procuracy (Department 14) to develop the “Reference guide for legal application in handling wildlife related cases based on Point to Prove (P2P) methodology” (hereinafter referred to as P2P Guide – see attached outline for reference) and Instruction Manual on using P2P Guide. To date, Department 14 has completed first draft of these documents.
In order to continue to complete the P2P Guide and its Instruction Manual, WCS will recruit 01 international expert to review and comment on these documents to ensure the appropriate approach to international P2P based on the legal situation in Viet Nam.
II. Objectives:
To review and provide comments on the P2P Guide base on the experience in the development P2P Guide in other countries.

IV. Consultant Requirements:
- Being an international lawyer knowledgeable and experienced in the development and application of ‘Points to Prove’ approach in handling wildlife crimes.
- Having experience in the development of the ‘Points to Prove’ guidance and legislation and other documents on inter-sectoral collaboration and prosecution of wildlife crimes in Africa and Asia; and/or criminal justice interventions in the field of conservation.
- Having at least 10 years of consulting experience in the field of criminal law and international legal issues, especially related to wildlife protection.
