I. Background:
Viet Nam remains both a transit country and a destination within global illegal wildlife supply chains. Demand for wildlife and wildlife products, including those consumed as food, kept as pets, or used in traditional medicine, remains high. At the same time, Viet Nam is recognized as a hotspot for emerging infectious diseases due to high-risk human–wildlife interfaces along these supply chains. Consumption of wild meat remains prevalent in Viet Nam, even during the COVID-19 pandemic, despite ongoing communication campaigns and law enforcement efforts aimed at reducing the risk of disease transmission and mitigating impacts on priority wildlife species. Understanding the drivers of wildlife meat consumption is critical for designing effective behavior change interventions that are tailored to specific target audiences.
To generate evidence for the development and implementation of demand reduction interventions, WCS Viet Nam conducted a Knowledge, Attitudes and Practices (KAP) study in Ha Noi, Ha Nam, and Bac Ninh in 2023 to investigate the factors influencing the consumption of wildlife meat and wild birds. Subsequently, between June and July 2026, a similar KAP study was carried out in Dong Nai and Quang Tri to expand the evidence base across locations with different socio-economic and ecological contexts.
To develop a comprehensive understanding of the drivers of wildlife meat consumption across the study sites, WCS Viet Nam seeks to recruit a short-term consultant to review, synthesize, and analyze the findings from the KAP studies conducted in the five provinces/cities mentioned above. The consultancy is expected to identify the key drivers influencing wildlife meat consumption, assess similarities and differences across the study locations, and propose evidence-based priority interventions to reduce demand for wildlife meat. The findings will contribute to biodiversity conservation, strengthen wildlife management efforts, and help reduce the risk of zoonotic disease emergence and transmission.
II. Objectives:
To review, synthesize findings from WCS's KAP studies conducted in five (05) provinces/ cities in Viet Nam in order to identify key drivers of wildlife meat consumption and recommend evidence-based priority interventions for behavior change and demand reduction.

1. Review, consolidate existing findings and develop the report outline:
- Review KAP survey reports and datasets from Ha Noi, Ha Nam, Bac Ninh, Dong Nai, and Quang Tri;
- Develop a synthesis report outline for comparing and synthesizing findings across survey sites, the report including at minimum the following key components:
- Synthesize findings from the five KAP studies to identify:
- Knowledge, attitudes, and practices related to wildlife meat consumption;
- Social, cultural, economic, and behavioral drivers influencing consumption;
- Perceived benefits, barriers, motivations, and social norms associated with wildlife meat consumption;
- Risk perceptions related to wildlife conservation, legality, and zoonotic disease transmission.
- Opportunities for reducing demand for wildlife meat.
- Assess similarities and differences in drivers of wildlife meat consumption across the five study locations and target audience groups.
- Develop a set of evidence-based recommendations for behavior change interventions targeting priority audience segments.
- Propose intervention priorities according to:
- Magnitude and importance of identified behavioral drivers;
- Feasibility of intervention implementation;
- Potential conservation and public health impact;
- Indicators for monitoring and evaluating behavior change outcomes
- Identify key behavioral determinants that could be addressed through behavior change interventions.
2. Develop synthesis report and present findings
- Prepare a comprehensive synthesis report based on the outline agreed upon with WCS Viet Nam.
- Present draft findings to WCS Viet Nam and incorporate comments and feedback.
- Submit a final report addressing all comments received from WCS Viet Nam.
