I. Background
The Inter-agency Steering Committee for Law Enforcement and Control of Wildlife Trade (the Steering Committee/Viet Nam Wildlife Enforcement Network – Viet Nam-WEN) was established in 2010 to strengthen coordination among government management and law enforcement agencies in preventing, detecting, investigating, and addressing violations related to wildlife. To further enhance the effectiveness of the network, in 2016 the Ministry of Agriculture and Rural Development issued Decision No. 1062/QD-BNN-TCLN promulgating the Operational Regulations of the Steering Committee, providing a formal framework for coordination, information sharing, and joint implementation of activities among member agencies.
After more than ten years of implementing the Operational Regulations, together with changes in the legal framework, the increasing need to combat illegal wildlife trade, and the ongoing restructuring of government institutions, there is a need to review and assess the implementation of the inter-agency coordination mechanism established under Decision No. 1062/QD-BNN-TCLN in 2016. It is also necessary to assess the organizational structure, coordination mechanisms, mandate, functions, and operational effectiveness of the Steering committee to ensure that the network remains effective and responsive to the current context.
To support WCS and its government partner, the Viet Nam CITES Management Authority (CITES MA) as the focal point of the VN WEN, in undertaking this assessment, WCS Viet Nam seeks a qualified team of consultants to develop the assessment methodology, conduct data collection and analysis, consult relevant stakeholders, prepare an assessment report, and develop recommendations to enhance the effectiveness and sustainability of Viet Nam-WEN in the future.
III. Objectives:
To support WCS Viet Nam and its government partner in conducting an assessment and developing evidence-based recommendations to enhance the effectiveness and sustainability of Viet Nam-WEN in Viet Nam.

- Desk-based review and development of assessment questions
- Review relevant documents related to the establishment, operation and coordination mechanisms of Viet Nam-WEN; existing assessment reports
- Conduct a desk review of relevant legal documents, policies, operational regulations, reports and other materials related to Viet Nam-WEN and the implementation of Decision No. 1062/QD-BNN-TCLN.
- Review documents related to the restructuring and reorganization of government agencies that may affect the composition and operation of Viet Nam-WEN.
- Review the structure and operation of similar models/networks in the regions and/or continents

(iv) Measures to enhance the effectiveness and sustainability of Viet Nam-WEN.

IV. Requirements (selection criteria):
- At least one key expert/team leader holds a postgraduate degree in law, public administration, public policy, forestry, conservation, criminology, or other relevant disciplines.
- The consulting team has a minimum of 10 years of experience in one or more of the following areas: policy development and evaluation; public administration.
- Proven capacity to develop research methodologies, design data collection tools, conduct desk reviews, key informant interviews, stakeholder consultations, field assessments, data analysis, and assessment reporting.
- Have completed at least three studies or assessments related to inter-agency coordination mechanisms, organizational/network effectiveness, or program performance evaluation.
- Demonstrated ability to mobilize qualified experts to conduct assessments at both central and local levels, and experience coordinating with multiple agencies and stakeholders throughout data collection and consultation processes.
- Preference will be given to consulting teams with experience or knowledge of Viet Nam-WEN, inter-agency coordination mechanisms for wildlife law enforcement, or similar initiatives in Viet Nam and the region.
