I. Background:
WCS Viet Nam is conducting an assessment to better understand the socio-economic factors influencing livelihood strategies, economic vulnerability, labour migration patterns, and livelihood-related decision-making among target households in Quang Tri Province.
Research conducted by WCS and its partners as of May 2026 indicates that several communities in Quang Tri Province have a high concentration of households with family members who have participated in harvesting and poaching wild fauna and flora in Viet Nam and abroad, particularly in Malaysia and Thailand, through cross-border labour migration. Preliminary findings suggest that economic pressures and the need to generate household income are important factors influencing participation in these activities. Local employment opportunities are limited and largely seasonal, productive resources are constrained and frequently affected by natural disasters, and access to sustainable economic opportunities remains limited. As a result, some households view illegal natural resource harvesting abroad as an income-generating or short-term economic coping strategy.
Government agencies and development organizations have implemented various livelihood development, vocational training, employment, production support, and legal labour migration programmes in Quang Tri and comparable areas. However, evidence remains limited regarding the extent to which these programmes meet the needs of target households and address the socio-economic factors influencing their participation in illegal natural resource harvesting abroad. A more comprehensive assessment is therefore needed to identify appropriate livelihood opportunities and draw lessons from previous interventions.
To support this assessment, WCS Viet Nam seeks to recruit a consulting team to assess the livelihood conditions and economic opportunities of target households and to identify, design, and cost evidence-based livelihood and economic incentive intervention options appropriate to the selected communities in Quang Tri Province
II. Objectives:
The consulting service aims to conduct a comprehensive assessment of the socio-economic conditions, livelihood strategies, economic vulnerabilities, and livelihood opportunities of target households; review existing livelihood support models and economic incentive approaches; and identify, design, and cost feasible livelihood and economic incentive interventions tailored to the local context to support households in transitioning towards legal and sustainable livelihoods.

- Phối hợp với WCS và đối tác địa phương xây dựng phương pháp đánh giá và kế hoạch thực hiện
- Nghiên cứu các tài liệu dự án và thông tin sẵn có do WCS cung cấp hoặc từ các nguồn khác
- Xây dựng đề cương nghiên cứu tập trung nhưng không giới hạn vào các nội dung như kế hoạch phát triển kinh tế và/hoặc mô hình sinh kế, tuyến di cư lao động và các yếu tố kinh tế - xã hội ảnh hưởng đến quyết định của hộ gia đình liên quan đến các hoạt động sinh kế hiện tại, bao gồm việc tham gia khai thác trầm hương và săn bắt động vật hoang dã tại Malaysia và Thái Lan; đồng thời rà soát các mô hình sinh kế đã được triển khai trước đây, đánh giá hiệu quả, tính bền vững, bài học kinh nghiệm và các rào cản trong việc duy trì các mô hình sinh kế thay thế trong dài hạn;
- Xây dựng phương pháp nghiên cứu, phương pháp chọn mẫu và bộ công cụ khảo sát; đồng thời hỗ trợ WCS xây dựng đề cương nghiên cứu để xin phê duyệt của Hội đồng Đạo đức nghiên cứu (IRB) của Trường Đại học Y tế Công cộng Hà Nội;
- Xây dựng đề cương báo cáo đánh giá
- Trao đổi và chỉnh sửa đề cương nghiên cứu, bộ công cụ khảo sát dựa trên các thảo luận, góp ý của WCS và đối tác địa phương
- Tham gia vào quá trình thu thập dữ liệu tại thực địa như phỏng vấn sâu (IDI), thảo luận nhóm tập trung (FGD) và tham vấn chuyên gia với các bên liên quan như chính quyền địa phương, trưởng thôn, đại diện các tổ chức đoàn thể, lao động di cư hồi hương và các hộ gia đình nhằm hiểu rõ về tình hình thực tế tại các địa bàn mục tiêu của tỉnh Quảng Trị

IV. Requirements (selection criteria):
- Be Vietnamese,
- Advanced degree (Master’s degree or higher) in Economics, Development Studies, Sociology, Anthropology, Rural Development, Natural Resource Management, Public Policy, or a related field.
- At least seven years of experience in livelihood development, community development, social research, or related fields;
- Experience in conducting at least five research, surveys, or assessments related to livelihoods, labor migration, and developing evidence-based livelihood intervention recommendations for rural or resource-dependent communities;
- Demonstrated experience in designing and implementing qualitative and mixed-methods research, including household interviews, key informant interviews, focus group discussions, and socio-economic assessments;
- Strong analytical skills and experience synthesizing research findings into practical programme or policy recommendations;
- Ability to coordinate with local communities and relevant stakeholders and ensure timely delivery of outputs as required by WCS Viet Nam.
V. Application procedure:
