Service (to be performed): Support to develop report on situation of wildlife crime and the law enforcement response in Viet Nam in 2024-2025

I. Background:
Since 2016, WCS Viet Nam has worked with the Criminal Statistics and Digital Transformation Bureau (CSB or Department 2) of Supreme People’s Procuracy (SPP) on collecting data and developing report on wildlife violations and crimes and the law enforcement of relevant agencies. After couple of years with four reports for 2013-2017, 2018-2019, 2020-2021, and 2023-2024 periods have been developed and published.
Implementing the cooperation plan between WCS and the SPP in 2025-2026, WCS Viet Nam has been coordinating with Department 2 to improve and integrate the automated data collection and statistical forms of wildlife case into the online data collection system. The online forms will be used to collect data from all 34 provincial and provide inputs to develop a report on situation of wildlife crime and the law enforcement response in Viet Nam during the 2024-2025 period. Comments and feedback on the data collection forms will also be collected to finetune the online data collection system.
To provide additional support to WCS Viet Nam and Department 2 of SPP, WCS Viet Nam is seeking a team of consultants to undertake specific tasks as detailed in the below sections.
II. Objectives:
Group of consultants will support WCS Viet Nam and Department 2 of SPP to carry out activities to achieve the following objectives:
- To assess the situation of wildlife crime nationwide and the effectiveness of the criminal justice system in handling wildlife crime cases for the period of 2024-2025
- Field test the online data collection and analysis forms and a User Guide with all 34 provincial procuracies nationwide and provide a summary of to-be-improved suggestions

1. Data collection, verification and validation:
- Review and provide inputs to the User Guide of online data collection forms to collect data of wildlife crime nationwide during 2024-2025.
- Provide real time support to provincial procuracies in filling online data collection forms with their wildlife crime cases in the period of 2024-2025.
- Support review collected data for clarification to make sure the preciseness (if any)
- Support preparing for field visits to selected provinces/cities to verify and validate collected data (tentative: 3 trips to 3 provinces): select location, prepare data set to be verified and related materials;
- Compile field visit results;
- Compile individual provincial reports on wildlife crime situation and the law enforcement response in 2024-2025
- Support to compile and clean the dataset of 2024 – 2025 wildlife crime based on collected and verified data

- A dataset of wildlife crime cases in the period of 2024-2025 nationwide will be collected, verified and validated.
- Reports on wildlife crime situation and the law enforcement response in 2024-2025 by province will be collected and compiled.
- Field visit trip report collected, compiled and extracted

2. Data analysis and report production:
- Develop an outline for report on wildlife crime and the law enforcement response for the period 2024-2025.
- Analyse collected data and develop a national report on situation of wildlife crime and the law enforcement response for the period 2024-2025, including revise and finalize report based on comments from WCS Viet Nam, Department 2 of SPP and other independent experts who are selected and proposed by WCS Viet Nam (if any). Content of the report includes three main parts but does not limit to:
- Wildlife crime situation (number of cases, types of violations, violated species, etc.);
- Results of law enforcement effort of criminal judicial agencies;
- Advantages and challenges in applying relevant laws and regulations and Recommendations to improve the legal framework and enhance the effectiveness of law enforcement agencies and judicial agencies.

- A report outline will be finalized and approved.
- A national report on situation of wildlife crime and the law enforcement response in Viet Nam in 2024-2025 will be developed and approved.

IV. Requirements (selection criteria):
The selected consultant group who will be responsible for supporting WCS Viet Nam and Department 2, SPP to implement the activities needs to meet the following criteria:
Team leader: Responsible for coordinating and supervising work to ensure on schedule and quality and must meet the following criteria:
- Have postgraduate degree in law, criminology or related majors;
- Knowledgeable of the criminal justice system, especially relating to wildlife crime in Viet Nam;
- Have knowledge and at least 15 years of experience working in law enforcement; experience in crime statistic and reports for procuracy is preferred.
- Have knowledge and experience in developing data collection and analysis forms, crime statistical database systems; analyze and evaluate the situation of violations and crimes in general, and related to wildlife in particular.
- Good analytical data and statistical evidence base writing skills.
- Ability to establish relationships with units of the procuracy system from central to local levels; and relevant law enforcement agencies in provinces and cities in the process of collecting data and consulting on wildlife crime situations.
Senior team member
- Have graduate/postgraduate degree in law, criminology or related majors;
- Knowledgeable of the criminal justice system, especially relating to wildlife crime in Viet Nam;
- Have knowledge and at least 15 years of experience working in law enforcement; experience in procuracy is preferred.
- Have knowledge and experience in coordinating data collection, analysis and report development assessing criminal and effectiveness of law enforcement response.
- Good analytical data and statistical evidence base writing skills.
Other team member:
- Have graduate/postgraduate degree in law, criminology or related majors;
- Knowledgeable of the criminal justice system;
- Good analytical and experience in data and information compilation and report development.
