I. Background:
Between 2021 and 2023, the Wildlife Conservation Society – Viet Nam Program (WCS Viet Nam), in collaboration with the Department of Legal Affairs (Department 14), the Supreme People’s Procuracy (SPP), studied the “Point to Prove” (P2P) approach - an overarching analytical tool for wildlife crime cases, which has been successfully applied in many countries, and developed the “Guidance on the application of laws in the handling of wildlife-related cases” (referred to as the P2P Guide). The P2P Guide has been introduced to and trained for representatives of the two-level people’s procuracies in provinces and cities such as Ha Noi, Ho Chi Minh City, Thanh Hoa and Lam Dong province as well as used in WCS Viet Nam’s training courses for relevant law enforcement and judicial agencies. According to results of the post-training surveys, participants highly appreciated the practicality of this tool in supporting the successful handling of many wildlife crime cases.
However, with recent extensive institutional reforms in the police, the people’s procuracy, and the people’s courts, as well as significant changes in criminal, administrative, and wildlife conservation laws, require that the P2P Guide be updated and further developed to ensure consistency with the current legal framework – particularly provisions directly related to handling wildlife crime cases such as criminal classification, evidence handling, valuation of wildlife products and trial jurisdiction….
In this context, WCS Viet Nam will continue to collaborate with the SPP’s Department 14, to update, refine, and expand the scope of application of the P2P Guide to include offenses related to management and protection of forest and wildlife, and exploitation of forest products; and to disseminate the P2P Guide to prosecutors.
Accordingly, WCS Viet Nam is seeking one (01) team of legal experts to support WCS Viet Nam and the SPP’s Department 14 in implementing related activities.

II. Objectives:
- Review, update and expand the scope of the P2P Guide to align with the current Vietnamese legal system and the prosecution of crimes related to management and protection of forest and wildlife, and exploitation of forest products;
- Support the organization of one consultation workshop and two training courses to introduce and provide guidance on the application of the P2P Guide to two-level people’s procuracies in selected provinces/ cites.

- Develop the content outline that needs to be updated and developed in the P2P Guide:
- Review the current P2P Guide and similar tools successfully applied in other countries;
- Review handbook/manuals and other professional guidance/materials on handling forest and wildlife crimes developed by WCS Viet Nam and other organizations and projects in Viet Nam;
- Review and update current legal documents/guidelines related to forestry and wildlife protection, focusing on the handling of forest and wildlife-related cases;
- Identify the contents that need to be updated, improved and expanded in the current P2P Guide and agree upon them with WCS Viet Nam and the SPP’s Department 14.

- Relevant and up-to-date legal regulations related to forest and wildlife crimes and relevant crimes;
- A clear mechanism of inter-agency coordination in handling forest and wildlife crime cases;
- Legal and procedural solutions to address those inconsistencies or challenges.

- Support WCS Viet Nam and the SPP’s Department 14 to organize a validation/consultation workshop with relevant stakeholders
- Review the contents requiring consultation to ensure the accuracy, practicality, and consistency of the materials with current Vietnamese laws and enforcement practices;
- Coordinate with WCS Viet Nam and the SPP’s Department 14 to complete the approval procedures for organizing the workshop.
- Provide technical coordination for the workshop.
- Support logistical arrangements throughout the meeting.

- Discuss and agree with WCS Viet Nam and the SPP’s Department 14 on the training plan, including participants, trainers/guest speakers, training agenda; facilitation/training methods, proposals for approval of the training courses, communication plan…
- Develop training materials and session plans as assigned;
- Support the preparation for training courses: sending invitations and confirming participant lists, arranging logistics, etc.

IV. Requirements (selection criteria):
The team of experts will be working with WCS Viet Nam and the SPP’s Department 14 to implement the above-mentioned activities shall meet the following criteria:
- Holds a Master or PhD degree in Laws, Criminal Investigation or other related fields;
- Has at least 5–10 years of experience in research and/or teaching in legal matters or law enforcement;
- Possesses skills in legal research, legal analysis, and development of legal guidance materials;
- Has strong presentation and coordination skills;
- Has experience in organizing consultation meetings and training courses/workshops;
- Knowledge and understanding of the handling of violations of forestry and wildlife regulations in Viet Nam.
V. Application procedure:

- Technical proposal outlining the methodology to achieve the deliverables/outputs specified in Section III;
- Personnel plan and CVs demonstrate relevant work experience and research outputs of the proposed team members (links or soft copies may be provided);
- Financial proposal (in VND), indicating the total number of working days, the proposed daily rate for each member, inclusive of all applicable taxes and fees (e.g., personal income tax, VAT, etc.).
