- Background:
Since 2016, WCS has collaborated with the Criminal Statistics and Digital Transformation Department (Department 2) of the Supreme People’s Procuracy (SPP) to implement activities on data collection, aggregation, and the development of analytical reports on the situation of wildlife crime and law enforcement response.
In the initial phase, data collection and management were primarily conducted manually using hard copies, resulting in limitations in terms of consistency, data quality, and time efficiency. To address these challenges, in 2023, WCS, in collaboration with Department 2, developed a set of automated and standardized Microsoft Excel-based data collection templates. These tools were piloted during the 2023–2024 wildlife crime data collection and reporting cycle and received positive feedback from both central units of the SPP and provincial-level procuracies.
However, practical implementation has revealed several limitations, including technical issues, certain data fields that are not fully aligned with case-handling practices, and the continued reliance on Excel, which limits centralized data management, real-time updates, and data sharing.
In the context of the Supreme People’s Procuracy promoting digital transformation, the digitization of the entire process of collecting, managing, and utilizing data on wildlife crime cases has become increasingly necessary. Specifically, there is a need to transform, configure, and set up the data fields of the wildlife crime data collection form for use on the online reporting platform of the People’s Procuracy, in order to ensure data centralization, consistency, accuracy, and timeliness. At the same time, technical support is required to facilitate the operation of the data collection forms during the pilot phase of data collection and reporting, serving as a basis for further development in the 2024–2025 period.
Therefore, WCS seeks to engage a service provider to deliver technical support for the transformation, configuration, and pilot implementation of the aforementioned data collection forms.
II. Objectives:
The service provider, in coordination with WCS and its partner, will carry out activities to achieve the following objectives:
- To provide technical support for the transformation and configuration of the wildlife crime data collection forms from an Excel-based format into a structured format suitable for use within the online reporting framework to ensure alignment with reporting requirements and facilitate standardized data entry, management, and data extraction processes;
- To provide technical guidance and troubleshooting support during the pilot use of the data collection forms for data entry, extraction, and analysis of wildlife crime data for the 2024–2025 period;
- To review, revise, and refine the data collection forms during the pilot implementation phase.

1. Review of status and system requirements

2. Standardize and design digital forms
- Standardize data fields, categories, and coding structures
- Redesign templates into electronic forms compatible with the online reporting framework
- Develop data entry logic (validation rules, mandatory fields, dropdown lists, field linkages) to ensure data integrity and usability
- Design data import and export functionalities, along with data validation, standardization, and error identification mechanisms to ensure data accuracy and integrity.

- Configure data structures and fields in alignment with reporting requirements to support standardized data entry, management, and extraction;
- Establish data management functions, including data storage, retrieval, and handling mechanisms;
- Configure user access and security controls, including role-based access levels (e.g., view, data entry, approval, administration) in line with operational workflows;

IV. Requirements (selection criteria):
- Service unit has at least 3–5 years of experience in software development, IT consulting, or digital transformation projects
- Proven experience in developing and integrating digital data collection systems, online forms, or database management systems.
- Demonstrated experience working with government agencies, public sector systems, or large-scale data collection platforms is highly preferred.
V. Application procedure:
