Background

Illegal wildlife trade is a vast, international, and multi-billion-dollar commercial enterprise. Across Indonesia, key species including tiger, rhino, elephant, orangutan, birds, bears, orchids, fish, turtles, pangolins, coral, snakes, sharks and more are being taken and traded in large volumes and at unsustainable levels. While Indonesia has a legal framework that supports the control of wildlife trade, yet its effective implementation has many barriers. WCS aims to support the removal of these barriers, and to remove the threat to Indonesian biodiversity caused by both the legal and illegal over-exploitation of wild animals and plants.
The Senior Capacity Building Specialist will support the WTP Program by overseeing the overall works on capacity building activities including the planning and implementation of the WTP training activities throughout target landscapes and seascapes in Indonesia and also management of the Wildlife Crime Leadership Initiative (WCLI). The full scope of work will involve managing the capacity building team and its workplan including coordinating government partner trainings, including training needs assessments, training module development, Training of Trainers (ToT), designing the training, training delivery, monitoring and analysis of training impacts, report writing and future planning of training events, based on partner needs. The position will therefore require close liaison with the Indonesian government partnering agencies and excellent coordination and communication skills.

Duties and Responsibility

Summary of key functions,

  • Lead the planning and implementation of WCLI.
  • Lead the design of the capacity building events (trainings) for the WCS key partners related to countering wildlife trafficking in close coordination with the training specialist.
  • Provide effective supervision of the training activities and ensure that those are conducted in line with standards and best-practices within key partner’s institutions.
  • Lead development of the lessons learned, best practices and knowledge management relevant for the capacity development activities.
  • Support WCS IP by maintaining good relationships with key partners and program management.

1. Management of the WCLI project

  • Lead the overall implementation of the WCLI project which include designing the overall courses, supporting logistics, scheduling etc.
  • Work with specialist and partners (GoI and selected institutions) in developing the mechanism of project planning, implementation and monitoring which includes participant selection, enrolment etc.
  • Coordinate with training team to prepare training materials, including translating materials and coordinating with other dedicated translators as required.
  • Support trainees, addressing obstacles to learning, and monitor their progress.
  • Work with relevant WCS staff on communication products for the program.
  • Maintain relationships with partners and relevant program stakeholders for this WCLI.
  • Monitor and evaluate the effectiveness of the program, tracking deliverables to align with donor commitments, including financial management and reporting.

2. Training and Capacity Building Technical Assistance

  • Design a protocol for developing a comprehensive WTP training program. The content covers how to conduct a training needs assessment, training methods, training preparations, and post training impact assessments.
  • Conduct a training needs assessment for WCS and its key law enforcement agency partners, such KSDAE Gakum, MMAF/DKP (especially on sharks/rays/CITES-listed marine species), Polri, customs and quarantine (including species identification and detection), prosecutors and judges;
  • Working closely with specialists and the training team in developing annual training plans.
  • Work closely with various experts, including from government agencies, to produce a series of high-quality training modules, such as an introduction to IWT, wildlife trafficking modus operandi, species identification, bird market monitoring, Indonesian laws related to wildlife protection and more.
  • Contribute in compiling and producing a training curriculum, syllabus, and/or materials from the previous, current, and future trainings, both as electronic documents and hardcopies. 
  • Develop a good understanding on specific training requirements, such as Leahy vetting procedures. 
  • Develop a monitoring and evaluation plan (M&E) to assess the success of training sessions and provide M&E reports for capacity development events.
  • Capture and summarise lessons learned and best practices of training events. 
  • Working closely with the specialist in the design and implementation of the wildlife crime leadership initiative (WCLI) project.

3. Stakeholder engagement and communication

  • Liaise with government ministerial and office departments to coordinate WTP program activities for the training activities. These may include but are not restricted to Ministry of Environment and Forestry, Ministry of Marine Affairs and Fisheries, Customs, Ministry of Finance, LIPI (The Indonesian Institute of Science), CID (Criminal Investigation Division), the Indonesian National Police, POLAIR (Coast and Sea Guarding Police Force), the Indonesian National Police, the Indonesian National Armed Forces (TNI/Tentara Nasional Indonesia), the Indonesian Military Police, Attorney General Office, Supreme Court and Aviation Security.
  • Develop and support the institutionalization of accredited training syllabuses with key government partners, based on program priorities.
  • Support the finalization and institutionalization of partner training syllabus and modules at the national, provincial and district levels, and ensure partners are trained in target landscapes.
  • Provide timely delivery of training through a ToT course, support to government expert trainers and/or directly deliver the training to partners.

4. Program Development and Management

  • Draft of substantive reports including training activities and financial reports on expenditure as required by WCS, donors and/or stakeholders, in Indonesian or English in coordination with the Training Specialist and WTP Monitoring and Reporting Coordinator.
  • Development of the knowledge management processes and map training activities from various projects and to ensure that the trainings will fulfill project outputs in the required deadline.
  • Work closely with the WTP Communication Officer to publish the training activities to media and for internal use. Work closely with WTP Grants and Reporting Officer to ensure that the training is documented to a high standard, with accountable and accurate training outputs, so that it can be used for reporting purposes to both donors and partners. 
  • In close coordination with the training specialist, contribute in project management to coordinate program activities, partner’s communication and budget management.
  • Provide advice on training methodologies and propose innovative approach in the training area;

Please note that the above TOR constitutes only the main responsibilities and duties of this position. As WCS-IP is a flexible organization, staff members are expected to undertake any other tasks that are allocated to them but which are not part of their regular TOR.

Requirements

  • Minimum Master Degree (S2) in state administration, forestry, environmental studies, criminology, management or other relevant topic.
  • Minimum 10 years working with an NGO/international Organizations and at least 8 years’ experience conducting training with government institutions.
  • Good networking with Government and respected media agencies.
  • Highly motivate, with good self-initiative and capable to work competently with minimal supervision.
  • Capable to work well under pressure, quickly understand project details and capable of meeting deadlines on time and to a high standard. 
  • Good interpersonal skills.
  • A high interest in wildlife conservation. 
  • Excellent written and spoken language skills in both English and Indonesian.
