This event was the opportunity for WCS Viet Nam, FJC, lecturers and students to review a series of collaborative activities, present and comment on the journalism and communication products developed by the FJC students who participated in the mentorship program “Stories on the Go”. Since May 2023, to enhance the participation of journalism and communication students in the Southern part of Viet Nam in combating wildlife trafficking (CWT), WCS Viet Nam has worked with the FJC to organize a series of activities including a sharing workshop on integrating the CWT topic into the journalism and communication training curriculum;  supporting the FJC students to develop their final assignments for the multimedia communication course with the wildlife protection topic; two seminars on investigative journalism and storytelling method in developing wildlife-related journalism and communication products. Especially, the mentorship program “Stories on the Go” was kicked off in November 2023 with the participation of 19 FJC students who were selected from more than 50 applications.   Students, lecturers, journalists and communication experts attend the review workshop, Ho Chi Minh City, January 2024 Participating in the “Stories on the Go” journey, students were provided with an in-depth training on journalism and communication skills, knowledge on wildlife protection legal framework, identifying types of violations against wildlife protection regulations, and risks of zoonotic disease transmission between humans and wildlife at the Cat Tien National Park. Then, 19 students were formed into four teams and were coached and mentored by experienced journalists and media experts to brainstom their ideas for their jounrnalism and communication products related to wildlife protection. Students team presented their journalistic product, Ho Chi Minh City, January 2024 In only more than one month, student groups developed creative briefs and plans to collect information, and conducted field trips to produce their journalism and communication products, including 3 TV reportages: “Stories of people protecting the forest”, "Yellow-cheeked gibbon - Echoes to home", "Brought the pangolins home" and especially the board game "Into the forest of Viet Nam". Along with these main products, students also developed 3 individual products including an article on the portrait of a forest ranger and a series of podcasts on wildlife rescue and conservation. Not only diverse in topics and forms of expression, the products show different aspects related to wildlife protection, while also demonstrating the novelty and creativity of the topics that students selected. Students team introduced the board game "Into the Forest of Viet Nam", Ho Chi Minh City, January 2024 At the review workshop, FJC’s lecturers, journalists, communication experts, and WCS Viet Nam reviewed and commented on the products so that the students will be able to finalize and publish them on suitable media channels in the coming time. Students also shared their behind-the-scenes stories, demonstrating a spirit of solidarity not only within the group but also between groups and with mentors. Although these are their very first experiences, the knowledge, skills, and lessons learned from the “Stories on the Go” are valuable for the journalism and communications students to continue contributing to wildlife protection efforts. Participants in the training, Ha Noi, December 2023 This two-day training course was delivered and facilitated by experienced lecturers in Law and Zoology of VNUF and WCS Viet Nam staff. During the two-day training course, participants were updated about the current situation of the violations and crimes related to wildlife protection in Viet Nam, the risks of zoonotic disease transmission between wildlife and humans, as well as equipped with   relevant international and Vietnamese legal provisions on wildlife protection, the role and participation of the wildlife-related state management authorities and law enforcement agencies, including forest rangers, in counter-wildlife trafficking activities. By applying the trained knowledge, the participants were guided to practice the species identification skills with some commonly traded and consumed wildlife species/products by using wildlife identification tool developed by WCS Viet Nam, and the skills for developing case files and handling wildlife-related violations. This is the second course within a series of the three thematic courses of the Wildlife Crime Leadership Initiative in Viet Nam - Phase 2 (WCLI-2) for prosecutors. Participants practice applying modern leadership models, Da Nang, November 2023 The training sessions were delivered and facilitated by experienced lecturers and experts of Leadership and Organizational Management from National Academy of Public Administration, HPU and HPS. Twenty participants of the WCLI-2 who are prosecutors, and assistant prosecutors from People’s Procuracies of 13 provinces at nationwide including Lai Chau, Lang Son, Quang Ninh, Hai Phong, Ha Noi, Quang Binh, Ha Tinh, Nghe An, Dak Nong, Binh Phuoc, Ho Chi Minh City, Tay Ninh and Kien Giang, and lecturers from HPU and HPS continued attending the course.  Participants played team building game, Da Nang, November 2023 The training course provided the participants with the background knowledge of leadership and change management, especially in the context of countering illegal wildlife trade in Viet Nam; and understanding of the leadership pipeline model and modern leadership models, including effective coaching and mentoring methods. Thereby, participants will connect and apply them in their leadership and management in the procuracy sector. At the same time, the participants are also guided to use SMART objectives to develop their personal action plan on counter wildlife trafficking that will be implemented in their localities. Participants attended the training, Thanh Hoa, November 2023 More than thirty participants who are representatives of relevant departments of the Supereme People’s Procuracy, provincial People's Procuracy, and People's Procuracy of twenty-five districts and cities of Thanh Hoa province attended the training. At the training, participants were introduced to the Points to Prove (P2P) approach and the effectiveness of applying the P2P in handling wildlife-related cases in many African countries, as well as the development of P2P Guide in Viet Nam based on learning international practices. After that, the participants were guided to practice the application of the P2P Guide through case studies. This training was also an opportunity for the officers and prosecutors at two levels of People’s Procuracy of Thanh Hoa province to share difficulties and experience in the execution of prosecution rights and supervising the handling of wildlife-related cases, and the collection, consolidation, evaluation and use of digital evidence in prosecution and adjudication of wildlife-related cases. At the event, participants were updated about the illegal wildlife trade (IWT) situation in Viet Nam, and the role of journalism and media in reporting IWT-related violations. They also learned the experience of the Faculty of Broadcasting, Academy of Journalism and Communication (AJC) in mainstreaming this topic into the training curriculum for journalism and communication students at the AJC through a case study.  After the sharing from WCS Viet Nam and AJC, lecturers, and students of the FJC and experienced journalists provided some suggestions for conducting the integration at the FJC, the required knowledge and skills from both lecturers and students to ensure the successful integration. Prof. Dr. Nguyen Manh Cuong – Dean of the Faculty of Navigation, together with leaders and representatives from different departments, the delegation was introduced to VMU’s operation in providing human resources for maritime industry and their achievements over the past years as well as the cooperation between WCS and VMU on preventing and combating illegal trade and transportation of wildlife by sea routes since September 2022 and the plan forwards. Mr. Nguyen Thanh Son emphasized the challenges for state maritime management authorities, law enforcement agencies and shipping lines in tackling transnational wildlife crime including the inter-agency cooperation within the country and with those from other countries. “We hope that VMU will continue to receive support from INL and WCS Viet Nam in improving knowledge and skills for lecturers and students on content related to preventing and combatting illegal transportation of wildlife by sea routes” – Mr. Nguyen Manh Cuong said. The intensive part focused on enhancing the participants’ skills to conduct public prosecution in the handling of criminal cases with specific notes related to wildlife cases as well as applying mind maps in the analysis and presenting wildlife-related cases to the courts. Overview of the luncheon with financial service providers, Ha Noi, September 2023 The luncheon brought about 30 participants who are representatives of commercial banks in Ha Noi and lecturers of BAV.  International experts provided participants with knowledge of illegal wildlife trade (IWT) risk indicators; guidelines to apply IWT red flags in detecting and reporting suspicious financial and banking transactions. During the luncheon, participants and international experts shared their experiences and good practices of reporting IWT-related suspicious activities among banks and non-bank financial institutions. Participants also proposed initiatives to enhance the role of financial institutions in preventing and combating IWT, such as: raising awareness for bank officials on IWT, wildlife identification, establishing a working group with the participation of commercial banks, law enforcement agencies and NGOs, developing and sharing typical cases of handling IWT based on the financial information in Viet Nam. Students were provided with the situation of IWT in Viet Nam and financial risks from the illegal supply chain of wildlife from Africa to Viet Nam as well as from online IWT activities. In this talk show, students were also updated on measures to prevent and combat money laundering risks from IWT that commercial banks apply through sharing of international cases studies and illicit money flows to Viet Nam. After these events, WCS Viet Nam will continue gathering information and develop IWT red flags in financial and banking transactions that could be shared to law enforcement agencies, financial intelligence units and financial service providers for their appropriate interventions. Overview of the workshop, Lao Cai, August 2023 The workshop brought about 50 participants who are representatives of the SPP, Supreme People’s Court; Ho Chi Minh city University of Law; People's Procuracy of the provinces of Tuyen Quang, Son La, Lai Chau, Dien Bien, Yen Bai, and Ha Giang; and law enforcement and judicial agencies of Lao Cai province, including: Provincial People's Procuracy, Provincial Investigative Police Agency, Provincial Border Guard, Provincial People's Court, Customs Department, Provincial Civil Judgment Enforcement Agency. This workshop aimed at providing prosecutors with a forum to exchange, share skills and experiences in practicing prosecution rights, supervising the initiation of criminal proceeding, prosecution and trial of wildlife-related crime cases. At the same time, they discussed and proposed solutions to improve the criminal procedure legislation through experienced of handling wildlife-related cases. Thefore, at the workshop, the participants were updated with the situation of wildlife crime in Viet Nam 2018-2023, the overview of criminal procedure legislation in handling wildlife-related cases; and the difficulties in applying these regulations in the practice. Participant shared at the workshop, Lao Cai, August 2023 Especially, at the workshop, the participants had the opportunities to share their challenges in the handling of wildlife as evidence in the criminal cases including the practice of soliciting expert witnesses, and usage of expert witnesses’ results, mutual legal assistance, property valuation, and usage of property valuation conclusion in handling wildlife crime cases at their provinces/districts.  After the workshop, WCS Viet Nam will synthesize and analyze the sharing and recommendations of participants; while the SPP’s Department 14 will consider these inputs to integrate in the plan to update and amend the Crimial Procudue Code. Training content then guided participants the use of a handbook for handling MLA requests. In addition, participants were updated with the situation of wildlife trafficking in Viet Nam, cases with wildlife sourced from other countries in Asia and Africa, and the participation of Vietnamese in wildlife cases overseas. Especially, participants were guided to extract and recover digital data by experts from HTI Digital Services Co., Ltd., a leading company in digital forensics and data recovery in Viet Nam. This workshop was to review the WCS and FoB’s journey in building  knowledge and skills of journalism students in reporting the issues related to combating wildlife trafficking (CWT). Mentees, mentors and advisors participating in the program, Ha Noi, June 2023 Starting in November 2022, with more than seventy  applications, eighteen outstanding journalism students from AJC and University of Science, Hue University were selected to become mentees of the program. Three experienced journalists, including Nguyen Truong Son - VTV24, Hoang Van Chien - Dan Viet newspaper and Nguyen Tran Anh Thu - VOV2 were the mentors; while the lecturers from FoB, AJC, and Faculty of Journalism and Communication, University of Science, Hue University were the advisor of the program. The mentorship program started with a 3-days training course in Ninh Binh to provide mentees with knowledge and skills of investigative journalism, different types of modern journalism and their applications in topic research and development of journalism products related to the illegal wildlife trade issue. Eighteen mentees were then divided into five  teams who were coached and mentored by three experienced journalists to initially approach and develop topics related to CWT. After the training course, WCS continued to organize a series of coffee talks to provide additional knowledge for mentees to work on CWT topics, including Viet Nam's legal framework related to wildlife protection, species identification skills, and reporting wildlife violations. With the hands-on coaching of the three journalists, after seven months, five teams  completed thirteen journalism products on the topic of wildlife protection. Highlighted products are a series of articles on the situation of publicly trading and advertising turtles, a series of articles on advertising otter fur in fashion stores in Ha Noi, and some pioneers  in wildlife protection in Thua Thien Hue, reportages on the trapping of wild animals in Son Tra peninsula... which were published on media channels including VTV1, Dan Viet Newspaper, Natural Resources and Environment Newspaper, VOV... Not only diverse in themes and types, the mentees' products have reflected many other aspects of the illegal wildlife trade, such as analysis of legal loopholes, the management of wildlife by the authorities… Although these are their very first experiences, the knowledge, skills and lessons learned from journalists and journalism lecturers will be valuable to the mentees of the “Stories on the go - Season 2” on their career path of becoming young journalists in the future and keep contributing to wildlife protection efforts. These events aimed at providing anti-money laundering (AML) staff of banks and non-banking financial institutions skills to detect, analyze  and report suspicious transactions related to illegal wildlife trade (IWT); thereby enhancing the effectiveness of detecting and handling wildlife crimes and contributing to wildlife protection. Mr. Chris Batt, Former advisor on anti-money laundering and counter-terrorism financing in the Mekong sub-region of the United Nations Office on Drugs and Crime (UNODC), Ho Chi Minh City, June 2023 The two training workshops were designed  by WCS Viet Nam, BAV and HCMULAW  based on  results of the need assessment for awareness raising and capacity building in AML related to IWT of the financial intelligence units (FIU), commercial banks and non-banking financial institutions. The assessment is a part of the “Survey on awareness and capacity of FIU and financial service providers to detect and prevent money laundering risks related to IWT in Viet Nam'' that was conducted by a research group of BAV, within the framework of cooperation between WCS Viet Nam and BAV. According to the results of WCS Viet Nam’s monitoring the situation of IWT on online platforms, evidence of more than 30 subjects using online banking payment to conduct transactions of buying and selling wildlife and wildlife products in the period of 2019-2023 were recorded. These transactions showed signs of violating legal regulations on the protection of endangered and rare species. Value of the transactions made by recorded subjects varied greatly depending on the species and quantity of wildlife and wildlife products being traded. These transactions can range from a few tens to several hundred thousand dong (deposits) up to hundreds of millions of dong for wildlife products which are prohibited from trading, but only exist on the black market. WCS Viet Nam is working to collect more data to clarify IWT activities taking advantage of online payment channels, e-wallets and other financial services. To prevent illegal acts that are increasing in cyberspace, it will require not only the participation but also strict compliance with regulations on wildlife protection and AML of the financial institutions. More than 50 officials from departments and units related to banking inspection and supervision, AML of the State Bank of Viet Nam and branches in the provinces and cities identified as hotspot areas for IWT  such as Nghe An, Da Nang, Quang Binh, Quang Nam, Dak Lak, Ho Chi Minh City...; financial crime investigation and AML  units  of commercial banks such as Vietcombank, HSBC, ACB, VietBank…; non-banking financial service providers such as Zalo pay, M_Service (Online Mobile Joint Stock Company)... attended the  two training workshops.  At each training workshop, participants were introduced to the concept and stages of money laundering, the Vietnamese legal framework on AML and red flags  indicators for IWT, as well as updated on the role of the Financial Action Task Force (FATF), the financial intelligence unit (FIU), and the mechanism for reporting suspicious transactions. In particular, the participants had a chance to discuss  case studies, practice skills in identifying and analyzing suspicious transactions and illicit financial  flows in general and related to IWT in particular. Ms. Hoang Bich Thuy, Country Director of WCS Viet Nam delivered the opening speech, Ha Noi, June 2023 Since 2018, WCS has designed and launched WCLI Program in Viet Nam and Indonesia, the first long-term leadership program aimed at cultivating government leaders in counter-wildlife trafficking in either country. In Viet Nam, WCLI Program was successfully piloted for the police force of the Ministry of Public Security in the period 2021-2022 (WCLI 1) and continued expanding to procuracy officials  in 2023 - 2024 (WCLI 2). The WCLI 2 Program has been approved by the Supreme People’s Procuracy (SPP) and International Cooperation and Mutual Legal Assistance in Criminal Matters Department (V13) has been assigned as the focal agency to coordinate the Hanoi Procuratorate University (HPU) and the Ho Chi Minh City Prosecutor Professional Training School (HPS) to collaborate with WCS Viet Nam to implement the program. The training course was designed to improve the knowledge and skills of investigators, examiners and prosecutors at all levels in exercising the procuracy’s right to prosecute and supervise the handling of information technology (IT) and telecommunications networks -related crimes in general, and wildlife cybercrime in particular. Within 14 months of cooperation (from March 2022 to May 2023), WCS Viet Nnam and HUL co-organized 08 activities, including 01 planning workshop, 03 training courses for HUL lecturers and students, and local social organizations, 01 competition for students, 02 community outreach events in local communities, and 01 review meeting. These activities were implemented within the framework of the project “Disrupting the illegal wildlife supply chain in Asia through strengthening partnerships between the government and civil society to increase the effectiveness of Government action” - Partners Against Wildlife Crime funded by the European Union (EU). During this cooperation periodtime, HUL also participated in 02 students’ competitions (a mock trial for law students, and students’sscientific research contest with the topic on wildlife protection regulations)  for students of law training institutions, organized by WCS Viet Nam in cooperation with law training institutions including  Law University of Law, Hanoi National University, and Ho Chi Minh City University of Law, Hanoi Procuratorate University and HUL.     With the goal of raising awareness of wildlife protection regulations and furthermore, promoting the role of local authorities, educational institutions, civil society organizations and local people in wildlife protection activities,  the activities under WCS – HUL cooperation framework have been organized in various forms, targeting many different audience groups. There were 876 students, 30 lecturers, 12 officials ministries of state management agencies, 63 people who were representatives of the local government and local socio-political organizations and nearly 80 people who participated in the activities. Speaking at the review meeting, Dr. Le Thi Nga - Dean of Faculty of Administrative Law, representative of HUL, Hue University, highly appreciated the effectiveness of all activities within the cooperation framework in efforts to prevent and combat illegal wildlife trade in Thua Thien Hue province and emphasized the role of HUL in continuing to spread the message of wildlife protection to the community.
