 Background:


Since 2016, WCS has collaborated with the Criminal Statistics and Digital Transformation Department (Department 2) of the Supreme People&amp;rsquo;s Procuracy (SPP) to implement activities on data collection, aggregation, and the development of analytical reports on the situation of wildlife crime and law enforcement response.

In the initial phase, data collection and management were primarily conducted manually using hard copies, resulting in limitations in terms of consistency, data quality, and time efficiency. To address these challenges, in 2023, WCS, in collaboration with Department 2, developed a set of automated and standardized Microsoft Excel-based data collection templates. These tools were piloted during the 2023&amp;ndash;2024 wildlife crime data collection and reporting cycle and received positive feedback from both central units of the SPP and provincial-level procuracies.

However, practical implementation has revealed several limitations, including technical issues, certain data fields that are not fully aligned with case-handling practices, and the continued reliance on Excel, which limits centralized data management, real-time updates, and data sharing.

In the context of the Supreme People&amp;rsquo;s Procuracy promoting digital transformation, the digitization of the entire process of collecting, managing, and utilizing data on wildlife crime cases has become increasingly necessary. Specifically, there is a need to transform, configure, and set up the data fields of the wildlife crime data collection form for use on the online reporting platform of the People&amp;rsquo;s Procuracy, in order to ensure data centralization, consistency, accuracy, and timeliness. At the same time, technical support is required to facilitate the operation of the data collection forms during the pilot phase of data collection and reporting, serving as a basis for further development in the 2024&amp;ndash;2025 period.

Therefore, WCS seeks to engage a service provider to deliver technical support for the transformation, configuration, and pilot implementation of the aforementioned data collection forms.

II. Objectives:

The service provider, in coordination with WCS and its partner, will carry out activities to achieve the following objectives:


 To provide technical support for the transformation and configuration of the wildlife crime data collection forms from an Excel-based format into a structured format suitable for use within the online reporting framework to ensure alignment with reporting requirements and facilitate standardized data entry, management, and data extraction processes;
 To provide technical guidance and troubleshooting support during the pilot use of the data collection forms for data entry, extraction, and analysis of wildlife crime data for the 2024&amp;ndash;2025 period;
 To review, revise, and refine the data collection forms during the pilot implementation phase.

 Demonstrated experience working with government agencies, public sector systems, or large-scale data collection platforms is highly preferred.

 Background:&amp;nbsp; 


Viet Nam remains both a transit country and a destination within global illegal wildlife supply chains. Demand for wildlife and wildlife products, including those consumed as food, kept as pets, or used in traditional medicine, remains high[1]. At the same time, Viet Nam is recognized as a hotspot for emerging infectious diseases due to high-risk human&amp;ndash;wildlife interfaces along these supply chains[2]. Consumption of wild meat remains prevalent in Viet Nam, even during the COVID-19 pandemic, despite ongoing communication campaigns and law enforcement efforts aimed at reducing the risk of disease transmission and mitigating impacts on priority wildlife species.

A review of existing literature indicates that illegal hunting and poaching for wild meat consumption continue to occur widely and in complex forms across the country, particularly in areas adjacent to national parks and protected areas, despite enforcement efforts. These activities are considered a key source feeding into wild meat supply chains nationwide. Hotspot locations include Bac Ninh, Dong Nai, Hanoi, Ninh Binh, and Quang Tri.

In 2023, WCS Viet Nam conducted a KAP study focusing on exploring drivers of wild meat and birds consumption in Ha Noi, Ha Nam, and Bac Ninh found that despite increasing awareness of illegal wildlife trade and its associated health risks like zoonotic diseases, especially after COVID-19, wild meat consumption remains prevalent in Vietnam. The research findings identified key information gaps related to supply inputs for consumption (total volumes sourced from farms both within and outside the province, as well as from hunting in the wild). These gaps also include the motivations and practices of one of the key actors in the wild meat value chain&amp;mdash;hunters&amp;mdash;as well as the factors influencing their decision to engage in this activity.

To address the information gaps related to the hunters while also expanding understanding of the Knowledge, Attitudes, and Practices (KAP) surrounding wild meat consumption across other locations, thereby contributing to the development of a comprehensive overview of the wild meat value chain in Viet Nam, WCS seeks to recruit a consulting team with expertise in designing and implementing KAP surveys using mixed methods, including: Unmatched Count Technique (UCT) Quantitative and qualitative approaches; In-depth Interviews (IDIs) techniques to provide additional support to a designated team of WCS with below details.

 At least a Master degree with related backgrounds
 More than 5 years of experience in social science research into human behavior and attitude
 Proven record of experience working in social science research (through publication etc.), priority research in wild meat consumption.
 Willing to travel during the data collection period
 Good communication skills, understanding the local language and context, good at English writing.

I. Background:&amp;nbsp; 

WCS&amp;rsquo;s initial research, in 2024, has identified an emerging market in health products labeled as containing Xuyen Son Giap - a term referring to processed pangolin scales that have been dried and roasted. This terminology is not widely recognized outside of traditional medicine circles, meaning many Vietnamese consumers may unknowingly purchase products containing pangolin scale ingredients.

A review of major e-commerce platforms revealed 13 different products containing Xuyen Son Giap (an increase of 8 compared to 2024). These products are typically marketed in powder or capsule forms and fall into three broad categories:


 Women&amp;rsquo;s health support (e.g., reproductive health, postpartum recovery)
 Treatment of fever, detoxification, and liver cooling, often advertised as remedies for skin diseases, allergies, and inflammation.
 General nourishment and vitality enhancement


While many of the advertised products appear to be imported from China and Malaysia and are labeled in multiple languages&amp;nbsp;(including Vietnamese), others are&amp;nbsp;manufactured in Viet Nam. Some of the products are claimed to be registered with the Department of Food Safety, Ministry of Health of Viet Nam.&amp;nbsp;&amp;nbsp;

To determine the availability of products labeled as containing Xuy&#234;n Sơn Gi&#225;p ingredients in the actual market, WCS conducted a survey at: (i) Independent pharmacies/drugstores (not including pharmacy chains such as Pharmacity, Long Ch&#226;u, An T&#226;m, An Khang, and HK Care); (ii) pharmacies within traditional medicine hospitals; and (iii) establishments specializing in the retail of medicinal materials, herbal medicines, and traditional medicines in Hanoi and Ho Chi Minh City.

Accordingly, WCS is seeking 08 volunteers in Hanoi and 08 volunteers in Ho Chi Minh City to support the implementation of this survey.

II. Objectives:

To support WCS in collecting field data on the availability of products labeled as containing Xuyen Son Giap ingredients across selected outlets in Hanoi and Ho Chi Minh City, and systematically record information using the provided data collection forms.

I. Background: &amp;nbsp;

The use of pangolins and their derivatives, including scales, is strictly prohibited in Viet Nam. Despite this, products containing pangolin scales, often under the name Xuyen Son Giap are still being circulated in the market, especially as health products. These products, including dietary supplements and pharmaceutical products, may be manufactured domestically or imported from other countries (notably China and Malaysia) and subsequently distributed and consumed in Viet Nam. WCS Viet Nam&amp;rsquo;s review of e-commerce platforms identified 13 products containing Xuyen Son Giap (up from 5 in 2024), with over 17,000 packages sold and nearly 2.5 million units stocked on Shopee.

WCS Viet Nam is seeking an expert knowledgeable in the regulations for production, importation, circulation and trade of health products to support undertaking a policy and legal review. The review will aim to identify gaps and loopholes in existing regulations that may be exploited to manufacture and sell health products containing pangolin-scale-derived ingredients.

Issues to be considered may include, but are not limited to: the absence of a specific list of prohibited wildlife species in the production of health products; the use of raw materials of unknown origin, trading of counterfeit medicines and health products; challenges in identifying pangolin scales in the processed forms such as powders and capsules; monitoring traceability of raw materials and food safety during the production of health products; and sanctions for violations as well as the responsibilities of relevant stakeholders.

   2. Conduct a policy and legal analysis of the management and control of the production, importation, circulation, and trade of health protection products in Viet Nam. It may include, but is not limited to:

   - Identify and review international regulations (particularly CITES, including relevant resolutions) and Vietnamese legal frameworks on wildlife protection governing the production and use of wildlife derivatives, including pangolin scales, in health protection products.

   - Analyze the regulatory framework governing the supply chain of these health protection products, including requirements related to the origin and traceability of raw materials, manufacturing conditions, product registration and licensing, import procedures, quality control, labeling, advertising, and market circulation.

   - Identify legal gaps, overlaps, or inconsistencies within the current legal framework that may create enabling conditions or be exploited to facilitate the production, importation, circulation, or trade of health protection products containing pangolin scales.

   - Identify potential legal violations that may arise along the supply chain of health protection products containing pangolin scales, as well as the corresponding sanctions under Vietnamese law, including the use of raw materials of unknown or illegal origin; the production and trade of counterfeit health protection products; false or misleading advertising; and the circulation of products without proper authorization or valid licensing.

   - Assess the roles and responsibilities of relevant institutions, including state management authorities and law enforcement agencies, in the management, oversight, and enforcement related to health protection products containing pangolin scales.

   - Provide practical insights or, where available, case-based observations to illustrate how the existing legal framework is implemented in practice.

I. Background: 

In the context of deepening globalization and international integration, transnational organized crime-particularly offenses related to the illegal trade has become a serious challenge to biosecurity, social stability, and sustainable development in many countries, including Viet Nam.

Addressing illegal wildlife trade in the current context requires a more comprehensive strategy that goes beyond focusing solely on specific violations and instead aligns with broader efforts to combat transnational organized crime. International cooperation, especially criminal mutual legal assistance (MLA), plays a pivotal role in overcoming difficulties and obstacles in the investigation and prosecution of such crimes. The Law on Criminal Mutual Legal Assistance No. 103/2025/QH15 (Law on Criminal MLA), adopted by the 15th National Assembly at its 10th Session and effective from July 1, 2026, will provide a more favorable legal framework for strengthening international cooperation in the investigation, prosecution, adjudication, and enforcement of criminal judgments in cases involving foreign elements.

Pursuant to Plan No. 10/KH-VKSTC dated January 15, 2026 of the Supreme People&amp;rsquo;s Procuracy (SPP) on the implementation of the 2025 Law on Criminal MLA, Wildlife Conservation Society - Viet Nam Program (WCS Viet Nam) will support the Department of International Cooperation and Criminal Mutual Legal Assistance (Department 13) under the SPP in implementing activities to disseminate and introduce the content of the Law.

To ensure the quality of these activities, WCS Viet Nam is seeking to recruit an expert or a team of experts with relevant expertise and experience in criminal MLA to support WCS Viet Nam and the Department 13, SPP&amp;nbsp; in implementing related activities.

 Holds a Master&amp;rsquo;s or PhD degree in Law, Judiciary, Procuracy, or other related fields;
 Has at least 5 years of professional experience in law enforcement or in researching/teaching legal issues related to international cooperation and mutual legal assistance;
 Possess skills in research, analysis, and developing guidance materials; designing training programs;
 Have presentation skills and facilitation skills for workshops and training courses ;&amp;nbsp;
 Have experience in organizing training courses or workshops at educational institutions or coordinating activities with non-governmental organizations (NGOs).
 Knowledge and understanding of the handling of violations of wildlife protection regulations in Viet Nam is advantage.

Background

The Wildlife Conservation Society (WCS) is a US non-profit, tax-exempt, private organization established in 1895 that saves wildlife and wild places by understanding critical issues, crafting science-based solutions, and taking conservation actions that benefit nature and humanity. With a presence in more than 60 countries, WCS has amassed biological knowledge, cultural understanding, and partnerships to ensure that vibrant, wild places and wildlife thrive alongside local communities. WCS have now developed a Wildlife Crime Leadership Initiative (WCLI), a long-term leadership training program to develop the next generation of effective law enforcement leaders, who are committed to protecting wildlife, and who can collaborate across agencies, sectors, and countries to address the illegal wildlife trade.

Project Description

WCS have developed a large amount of learning content across eight courses as part of the Wildlife Crime Leadership Initiative, including 30 hours of video across 214 video lectures, nearly 250 lessons, and over 2,500 pages of lesson transcripts. A Learning Content Consultant is required to support the revision and organization these materials.

Deliverables:

1. Enhance learning materials in the LMS: The Consultant will review and enhance eight courses in the WCLI along with their associated transcripts, working with the WCS team to identify and implement improvements. This is expected to include the below, plus other potential tasks to be agreed upon by consultant and WCS as required:

a. Conversion of course materials into SCORM packages

b. Developing new visual media for SCORM packages.

c. Storyboarding all videos to identify b-roll footage needs.

d. Sourcing b-roll footage, either through AI tools or working with WCS global and country programs to obtain footage for editing as needed.

e. Editing videos with the improvements as discussed with WCS and inserting finalised material into the SCORM packages.

2. Update WCLI written promotional material: The Consultant will update WCS&amp;rsquo;s promotional material, to include the syllabus, prospectus, set-up guide and other related materials as guided by the WCS team.

3. Organize learning materials: The Consultant will develop a learning content management system for WCS, along with supporting protocols, to improve the organization of WCLI materials, including support for multiple languages.

Required Skills and Experience

I. Background: &amp;nbsp;
The use of pangolins, including any derivatives such as pangolin scales (Xuyen Son Giap), is completely prohibited in Viet Nam. Nonetheless, the production and distribution of products containing pangolin scales remains wide spread with items primarily sold and used for health-related purposes. &amp;nbsp;
WCS&amp;rsquo;s initial research has identified an emerging market in health products which do not overtly advertise pangolin scales as an ingredient, but rather uses a term not commonly understood by the public to be associated with pangolins. Our initial review of e-commerce platforms has identified 13 different products containing Xuyen Son Giap, with more than 17,000 packages listed as sold across three major e-commerce platforms. While many of the advertised products appear to be manufactured in Viet Nam, others are imported from China and Malaysia and are labeled in multiple languages, including Vietnamese. Some of the products claimed to be registered with the Department of Food Safety, Ministry of Health of Viet Nam.
To better understand the trade of these products through e-commerce platforms and social media, we conducted a comprehensive survey across online platforms. The survey aims to assess the current situation and trends in the trading of these products, thereby providing appropriate recommendations to relevant stakeholders.
Therefore, WCS seeks a service provider to collect and synthesize information in support of the above-mentioned survey.


II. Objectives:
The service provider will collect and synthesize information to support the following objectives:&amp;nbsp;
&amp;bull;&amp;nbsp;&amp;nbsp; &amp;nbsp;Track the trade of pangolin scale (Xuy&#234;n Sơn Gi&#225;p) derived health products between 2016-2025 e-commerce, websites, and social media platforms;
&amp;bull;&amp;nbsp;&amp;nbsp; &amp;nbsp;Track the opinion, attitudes of buyers on the commercial trade of these products;
&amp;bull;&amp;nbsp;&amp;nbsp; &amp;nbsp;Generate information of the prevalence and nature of trading/consumption of products containing pangolin scales (Xuy&#234;n Sơn Gi&#225;p).

 At least five (05) years of relevant experience in providing online data collection and synthesis services (including e-commerce platforms, websites, and social media platforms, etc.);
 Experience in conducting at least one (01) online-based research or information study related to the trade and consumption of wildlife products;
 Ability to access the largest possible datasets related to relevant products (including product types, product information, sales volume, buyers, and buyer reviews/feedback) across e-commerce platforms, websites, open social media platforms such as Facebook, YouTube, Instagram, forums/blogs, and closed social media platforms such as TikTok and Zalo (where applicable);
 Use of platforms/tools capable of accessing and collecting information, including mentions and discussions, with the broadest possible data coverage and access to historical databases.

I. Background:&amp;nbsp; 

The use of pangolins, including derivatives such as pangolin scales, is strictly prohibited in Viet Nam under national wildlife management and protection laws. Despite this, the production and distribution of health products containing pangolin scales remain widespread, particularly within the traditional medicine sector where such items are marketed and consumed for perceived therapeutic benefits.

WCS&amp;rsquo;s initial research has identified an emerging market in health products that suspect conceal pangolin scales under the name Xuyen Son Giap&amp;mdash;a term referring to processed pangolin scales that have been dried and fried. This terminology is not widely recognized outside of traditional medicine circles, meaning many Vietnamese consumers may unknowingly purchase products containing pangolin scale derivatives.

A review of major e-commerce platforms revealed 13 different products containing Xuyen Son Giap (an increase of 8 compared to 2024). Collectively, more than 17,000 packages were reported as sold across Shopee, Lazada, and Sendo, with Shopee alone listing nearly 2.5 million units in stock of shop owners. These products are typically marketed in powder or capsule form and fall into three broad categories:


 Women&amp;rsquo;s health support (e.g., reproductive health, postpartum recovery)
 Treatment of fever, detoxification, and liver cooling, often advertised as remedies for skin diseases, allergies, and inflammation
 General nourishment and vitality enhancement


While many of these products appear to be manufactured domestically in Viet Nam, others are imported from China and Malaysia and often labeled in multiple languages, including Vietnamese. Some made-in-Viet Nam products even claim registration with the Department of Food Safety, Ministry of Health of Viet Nam, which may lend them a false sense of legitimacy in the eyes of consumers.

Traditional health products in Viet Nam often combine herbal remedies with animal-derived ingredients, reflecting centuries-old practices rooted in Traditional Oriental Medicine (TOM). Pangolin scales, historically believed to promote lactation, reduce swelling, and treat skin conditions. This cultural context contributes to the persistence of demand, even in the face of legal prohibitions.

Significant knowledge gaps continue to hinder effective interventions against this market. Further research is needed to:


 Map the supply chain of these products
 Measure the scale of trade and confirm the presence of pangolin scales in marketed items
 Quantify their use in production and distribution
 Explore the motivations of manufacturers and consumers, particularly regarding the use of disguised terminology like Xuyen Son Giap


To effectively address this issue, it is critical to understand consumer behavior&amp;mdash;why people buy or do not buy products containing Xuyen Son Giap, and how much they know about their association with pangolin scales. This insight will inform strategies to reduce demand, strengthen enforcement, and promote safer, sustainable alternatives within the traditional health product sector.

II. Objectives:

To better understand the factors influencing consumer use of products containing Xuyen Son Giap, WCS will conduct a Knowledge, Attitudes, and Practices (KAP) survey. This survey will examine why consumers purchase these products, their awareness of pangolin-scale-derived ingredients, and their knowledge, attitudes, and practices regarding the use or avoidance of such products.

In this phase of the project, to be completed before May 2026, WCS will finalize all preparatory work for the KAP survey. The study will employ a mixed-methods approach, combining both quantitative and qualitative techniques. Two additional consultants with expertise in social and marketing research&amp;mdash;particularly in working with pharmacies and health product salespoints&amp;mdash;will be recruited to support the design of observation activities at selected sites in Ha Noi and Ho Chi Minh City. These activities will include mystery client visits, where survey team members posing as customers to assess the availability and sale of products containing Xuyen Son Giap.

The research protocol will also incorporate in-depth interviews and focus group discussions, with tailored tools developed for each method. Institutional Review Board (IRB) approval will be secured from both WCS and the Hanoi University of Public Health (HUPH). Finally, survey team members will receive training in research methodology and the use of study instruments to ensure high-quality data collection.

WCS Viet Nam Program Overview

WCS has been working in Viet Nam since 2006, focusing on enhancing the commitment, capacity and actions of the government of Viet Nam to tackle the trafficking of wildlife, supporting national partners through developing and implementing highly focused, evidence-based strategies informed by an in-depth understanding of the dynamics of trafficking and the people involved to reduce the profits of crime and strengthen the risk of capture and sanctions. WCS Viet Nam have generated a wide range of reliable data on a number of related issues on illegal wildlife trade, trained and briefed about 4,500 law enforcement and judicial officers, policy makers, journalists, researchers and managers nation-wide and distributed a number of technical handbooks and guides. It has assisted central agencies in reviewing and proposing necessary changes to national legislation, criminal intelligence analysis systems, inter-agency cooperation. WCS Viet Nam has also facilitated Government to Government dialogue through multilateral and bi-lateral collaboration efforts, between Viet Nam and Asian, African and Latin American countries, to detect and respond to transnational illegal wildlife trade networks. Its wildlife health expertise has been leveraged to address unregulated wildlife trade and mitigation of pandemic threats through collaborative research, training, and policy development. In the past decade, WCS Viet Nam has also expanded to work with other conservation organizations and public laboratories towards finding and protecting Rafetus Swinhoei in the wild.

Job Summary

The intern is expected to provide support in basic online data collection and cleaning, maintain and enrich the professional wildlife-related database systems, which are mostly in English and carry out basic statistics and analysis.

Responsibilities


 Clean data gathered from wildlife product listings and other information from contracted data suppliers is entered into an information spreadsheet.
 Search, verify, clean, and conduct basic analysis on data gathered from social media scraping for wildlife listing.
 Search, verify, and clean data of wildlife seizures and other information from available sources of WCS and enter data into existing database systems of WCS;
 Research the assigned topic and synthesize collected information into WCS forms and templates;
 Conduct basic statistics and analysis based on the WCS&amp;rsquo;s available data and fill in WCS forms and templates;
 Perform other tasks as assigned by the direct supervisor.

Minimum Requirements


 Vietnamese citizen living/studying/working in Ha Noi;
 Studying/working field related to law, science, forestry, agriculture, environment, and information technology or other related fields;
 Demonstrate skills in database management and record keeping;
 Experience of gathering, structuring, statistics and analyzing, and visualizing data using word processing, spreadsheet software programs such as Excel is preferable;
 Ability to respond effectively to time-sensitive demands &amp;amp; inquiries;

I. Background: &amp;nbsp;

Viet Nam is one of the countries with high biodiversity; however, conservation efforts face significant pressures from economic development, forest degradation, and increasing violations against regulations related to forest resources and wildlife. In particular, the illegal trade of wildlife (IWT) not only threatens biodiversity but is also linked to other associated crimes such as money laundering, smuggling, and corruption.

Although Viet Nam has been a party of various international treaties and progressively improved its national legal framework on wildlife and forest protection as well as anti-money laundering (AML), results of WCS Viet Nam&amp;rsquo;s review and consultation with law enforcement and judicial authorities in selected provinces during 2024 - 2025&amp;nbsp; indicate that the implementation of the 2015 Penal Code (amended in 2017 and 2025) and its guiding documents still encounters numerous obstacles and limitations.

In this context, following the Prime Minister&amp;rsquo;s decision on the Plan for developing the amended Penal Code &amp;nbsp;adopted in October 2025, WCS Viet Nam will collaborate with the Supreme People&amp;rsquo;s Court (SPC) to review and assess the practical application of the Penal Code&amp;rsquo;s provisions related to wildlife, forest and money laundering offenses, including:


 Article 232: Crime of violating regulations on forest exploitation, protection, and forest products;
 Article 233: Crime of violating regulations on forest management;
 Article 234: Crime of violating regulations on wildlife protection;
 Article 243: Crime of forest destruction;
 Article 244: Crime of violating regulations on the protection of endangered, rare animals;
 Article 324: Crime of money laundering
 Resolution No. 05/2018/NQ-HĐTP dated November 5, 2018: Guiding the application of Articles 234 and 244 of the Penal Code on the protection of wildlife and endangered, rare animals (hereinafter referred to as Resolution 05);
 Resolution No. 03/NQ-HĐTP dated May 24, 2019: Guiding the application of Article 324 of the Penal Code on money laundering (hereinafter referred to as Resolution 03).


The review results will contribute to the overall assessment of the implementation of the current Penal Code and inform the drafting process of the amended Penal Code.

To achieve the expected outcomes, WCS Viet Nam is seeking a technical consultant team to implement this task.

II. Objectives:

A group of consultants will cooperate with WCS Viet Nam and the SPC to carry out activities aimed at the following objectives:


 Research, review, and synthesize practical application of the Penal Code&amp;rsquo;s Articles 232, 233, 234, 243, 244, 324, Resolutions No. 03 and No. 05 in adjudicating cases related to forest, wildlife and money laundering offenses;

I. Background: &amp;nbsp;

Between 2021 and 2023, WCS Viet Nam, in collaboration with the Department of Legal Affairs, the Supreme People&amp;rsquo;s Procuracy (SPP), conducted research on the &amp;ldquo;Point to Prove&amp;rdquo; - an overarching analytical tool for wildlife crime cases, which has been successfully applied in various countries and developed training materials entitled &amp;ldquo;Guidance on the application of law in the handling of wildlife-related cases&amp;rdquo; (referred to as the Point to Prove - P2P Guide). The P2P Guide has been introduced and trained for representatives of several law enforcement and judicial agencies in provinces and cities such as Hanoi, Ho Chi Minh City, Thanh Hoa and Lam Dong Provice. According to post-training surveys, participants highly appreciated the practicality of this tool in supporting the successful handling of many wildlife crime cases.

However, recent extensive institutional reforms in the police, the people&amp;rsquo;s procuracy, and the people&amp;rsquo;s courts, as well as significant changes in criminal, administrative, and wildlife conservation laws, require that the P2P Guide be updated and further developed to ensure consistency with the current legal framework &amp;ndash; particularly provisions directly related to handling wildlife crime cases such as criminal classification, evidence handling, and trial jurisdiction&amp;hellip;.

To introduce and expand the application of the P2P in the adjudication of wildlife crime cases within the court system, while also updating recent changes related to wildlife crime trials, WCS Viet Nam seeks a (01) consultant group to support the implementation of activities.

I. Background: &amp;nbsp;

In the context of the escalating biodiversity crisis, the financial sector is identified as a key actor that can either contribute to reversing or exacerbating pressures on nature. Unregulated flows of credit, investment, and financial products can inadvertently facilitate environmentally harmful activities such as unsustainable resource extraction, land-use change, and particularly the illegal wildlife trade (IWT). In June 2020 and July 2021, the Financial Action Task Force (FATF) published two respective reports, &amp;quot;Money Laundering and the Illegal Wildlife Trade&amp;quot; and &amp;quot;Money Laundering from Environmental Crimes,&amp;quot; signaling a growing focus among FATF member states on integrating ecological issues into the Anti-Money Laundering (AML) frameworks of financial institutions.

In recent years, Environmental, Social, and Governance (ESG) has gained significant prominence in financial and investment management; consequently, financial institutions have invested considerable resources in implementing reporting frameworks, developing reports, and issuing disclaimers. Similarly, financial institutions have also dedicated significant resources to financial crime prevention and sanctions programs to ensure compliance with international and national AML regulations. While both AML and ESG programs aim to improve the quality of financial flows, very few financial institutions have connected their financial crime prevention activities with their ongoing ESG frameworks.

Since June 2023, Viet Nam has been placed on the Financial Action Task Force (FATF)&amp;rsquo;s list of jurisdictions under increased monitoring (the &amp;quot;Grey List&amp;quot;), along with 17 recommended actions aimed at addressing deficiencies in the country&amp;rsquo;s Anti-Money Laundering (AML), Counter-Terrorism Financing (CTF), and Counter-Proliferation Financing frameworks. This designation has underscored the urgent need to strengthen the effectiveness of Viet Nam&amp;rsquo;s AML regime across all sectors, including environmental crime, recognized as one of the predicate offenses for money laundering. In response, the Government of Viet Nam has taken concrete steps to implement the FATF&amp;rsquo;s recommendations to achieve early removal from the Grey List. Notably, on 10 May 2024, the Government adopted Resolution No. 17/NQ-CP, which officially approved the results of the National Assessment on Money Laundering Risk for the period 2018-2022. According to this assessment, environmental crimes, including three key areas: environmental protection, natural resource management and exploitation, and wildlife protection, have been identified as carrying a medium-high risk of being used for money laundering purposes.

According to research conducted by PwC Viet Nam, ESG strategies and policies should be integrated into existing operational processes rather than established as parallel frameworks. Within this approach, financial institutions are expected to identify ESG-related risks and determine which of these should be prioritized for mitigation. Integrating ESG risks into risk management systems and financial crime prevention frameworks provides a strong foundation for advancing sustainable development. Excluding the immediate costs of ESG investment, financial institutions must also consider the long-term cost of inaction - namely, the potential consequences of ignoring early warning signals and failing to address emerging ESG-related risks, which could result in significant financial and reputational damage over time.

Therefore, WCS Viet Nam seeks a local consultant team to provide technical leadership in the content development and implementation of a series of activities aimed at raising awareness among financial&amp;nbsp;stitutions in Viet Nam of the financial risks associated with IWT - recognized as one of the emerging ESG risks - and supporting the identification of concrete actions for ESG integration, particularly within the banking sector.

I. Background: &amp;nbsp;

The Malayan tiger, native to Malaysia, is critically endangered, with fewer than 150 individuals remaining. Since the early 2000s, poachers from Viet Nam, especially from Quang Tri province (those belong to former Quang Binh province), have been identified of being involved in the illegal exploitation of fauna and flora including tigers&amp;nbsp; and agarwood, in Malaysia.

From 2009 to 2024, WCS Viet Nam recorded 37 wildlife-related seizures involving 146 Vietnamese nationals, and exploited and trafficked species including tigers, bears, pangolins, monitor lizards, and agarwood. WCS Viet Nam&amp;rsquo;s studies in 2024 and 2025 also revealed that most offenders came from selected locations Quang Tri province. While some go to Malaysia through official labour export programs, many rely on informal networks (e.g. relatives, friends, or brokers) and overstay their tourist visas to involve in wildlife poaching and agarwood harvesting. Despite being aware of legal, physical, and financial risks, some continue due to high returns.

However, efforts to prevent local people from being involved in the illegal wildlife hunting and agarwood harvesting in other countries remain low in these locations. Most people lack exposure to government, CSOs, or community campaigns discouraging engagement in illegal migration or wildlife crime. Information is mainly shared informally, while official communication is often generic and hard to access. Although digital platforms like Facebook, YouTube and Zalo are common, they remain underutilized for outreach. These insights underline the urgent need for community-based, tailored communication strategies to prevent further involvement of local people in wildlife poaching and trafficking abroad.

Therefore, WCS Viet Nam is looking for a media consultant team to support us develop some risk communication products targeting local communities in some identified locations in Quang Tri province. &amp;nbsp;

II. Objectives:

The consultant team will work with WCS Viet Nam to develop a reportage and viral videos aimed at:


 Raising awareness of local communities of the risks associated with illegal exploitation of funa and flora in Malaysia.
 Reducing social acceptance of wildlife trafficking among people in the targeted locations.

IV. Requirements (selection criteria):


 A creative/media/communication consultant team with an educational background in journalism, communications, or a related field, as well as experience in developing and running communication plans in the legal field, particularly programs focused on legal education for the community.
 Minimum required personnel:&amp;nbsp;
 
  01 lead consultant (team leader) responsible for advising on the development of communication content and liaising with relevant stakeholders. The lead consultant must have at least five years of experience in journalism, communication, or media, and must have experience in conducting interviews with local people and law enforcement agencies on issues related to biodiversity, wildlife protection. Additionally, he/she should possess leadership skills to ensure tight deadlines and high-quality deliverables.

The Viet Nam&amp;#39;s National Risk Assessment (NRA) on money laundering for the period of 2018 &amp;ndash; 2022 classified money laundering risk related to environmental crimes as Medium-High with illegal wildlife trade (IWT) considered one of the highest money laundering risk areas within environmental crime.

Results of WCS Viet Nam&amp;rsquo;s survey in 2023 revealed that the capacity and experience of the staff of commercial banks and other financial institutions in Anti-Money Laundering (AML) work is generally good, but their capacity and experience in IWT-related AML work is still low. The main reasons are that they have not been trained on IWT-related AML yet. So, they have suggested that there should be capacity building in IWT-related AML specifically designed for staff of the commercial banks and non-bank financial service providers. The program should include basic knowledge of AML in general and IWT-related AML in particular, legal framework for IWT-related AML, and measures on preventing IWT-related money laundering risks such as financial flows red flags and key risk indicators, reporting suspicious activity, AML alert analysis framework etc.

Therefore, WCS is seeking a consulting agency to support us in developing a toolkit specifically for financial institutions to detect and report IWT-related suspicious transactions and to test the toolkit with financial institutions, finance and banking students.

II. Objectives:

The consulting service will aim to:

The consulting agency must meet the following criteria:


 All members have at least master&amp;#39;s degree in economics, commerce, finance, banking or relevant fields.
 At least 5-10 proven years of experience in research related to financial issues, especially in anti-money laundering, which includes but not limited to the development of survey/assessment protocol, data gathering, development of a toolkit/guidelines, and the ability to co-host seminars, training courses, and technical meetings for officers of financial institutions, finance &amp;ndash; banking students.
 Experienced in researching IWT-related money laundering risk.
 Must have a member or /members of a research/training institute/centre in the state banking system.

IV. Requirements (selection criteria):

The consulting agency must meet the following criteria:


 All members have at least master&amp;#39;s degree in economics, commerce, finance, banking or relevant fields.
 At least 5-10 proven years of experience in research related to financial issues, especially in anti-money laundering, which includes but not limited to the development of survey/assessment protocol, data gathering, development of a toolkit/guidelines, and the ability to co-host seminars, training courses, and technical meetings for officers of financial institutions, finance &amp;ndash; banking students.
 Experienced in researching IWT-related money laundering risk.
 Must have a member or /members of a research/training institute/centre in the state banking system.
 Able to reach out to AML authorities (including the State Bank of Viet Nam), commercial banks, and financial service providers around the country and engage them in the activities.

I. Background: &amp;nbsp;

According to seizure data compiled by WCS Viet Nam, between January 2018 and June 2025, at least 173.9 tons of wildlife products, including pangolin scales, ivory, rhino horns, and big cat parts, were confiscated in 124 seizures in Viet Nam and other countries linked to the Africa - Viet Nam trafficking route. These figures underscore Viet Nam&amp;rsquo;s significant role as a hub in the global transit and consumption chain of illegal wildlife trade (IWT) that has been recognized as a transnational organized crime.

Recognizing the scale and complexity of IWT and its convergence with other serious crimes such as cybercrime, corruption and money laundering, the CITES Conference of Parties (CoP) 19 in 2022 urged Member States to review and amend national legislation so that IWT-related offences are treated as predicate offences under the United Nations Convention against Transnational Organized Crime (UNTOC) for strengthening enforcement and criminal justice responses.

Viet Nam has been a Party to Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) since 1994. The country&amp;rsquo;s legal system has been rated by the CITES Secretariat to be in Category 1 &amp;ndash; legislation that is believed generally to meet the requirement for implementation of the CITES. While Viet Nam has made notable progress in strengthening its legal framework on wildlife protection, legal reviews and practical implelmentation still indicated that significant gaps remain combating organized and transnational wildlife crime.

Viet Nam ratified UNTOC in 2012 and has since completed a 10-year implementation review. The &amp;nbsp;&amp;nbsp;national review report released in 2024 highlighted the incomplete incorporation of UNTOC provisions into domestic laws, which hamper enforcement efforts and inter-agency coordination in addressing transnational crime. In response, Document No. 7580/VPCP-NC of the Office of the Government, issued in October 2024, instructed ministries, ministerial-level agencies, and provincial authorities to intensify the implementation of Decision 605/QĐ-TTg dated April 18, 2013, including the task of reviewing and finalizing regulations to ensure alignment with UNTOC.

In parallel, Viet Nam is also a State Party to the United Nations Convention against Corruption (UNCAC), having ratified it in 2009. In 2019, UNCAC Resolution 8/12 called on countries to enhance anti-corruption measures related to environmental crimes. Viet Nam completed its 2016&amp;ndash;2021 cycle UNCAC review in 2023. The review report revealed shortcomings in the legal framework for managing criminal proceeds and recommended revisions to ensure full compliance. Following this, the Government of Viet Nam adopted Resolution No. 167/NQ-CP in 2023, which outlines a national anti-corruption strategy for 2030. This includes reviewing and amending mechanisms related to the management of assets tied to crime, corruption, money laundering, and terrorism financing.

Viet Nam has been included on the Financial Action Task Force (FATF)&amp;rsquo;s grey list since June 2023. In response, the Government of Viet Nam committed to implementing 17 priority actions listed in Decision No. 194/QĐ-TTg dated February 23, 2024, on the national action plan in combating money laundering and countering terrorist financing. However, by September 2024, 16/17 actions remained unfulfilled, mostly related to legal framework reform and international cooperation. The Asia/Pacific Group on Money Laundering (APG) has further noted that penalties for money laundering under the 2015 Penal Code (revised in 2017) are not proportionate or dissuasive. These weaknesses contribute to Viet Nam&amp;rsquo;s continued grey-listing and undermine efforts to address wildlife-related financial crimes.

In this context, WCS Viet Nam is looking for a consultant group to develop an assessment report on the compliance of Viet Nam&amp;rsquo;s legal framework with relevant multilateral environmental and crime-related agreements and treaties to address wildlife trafficking from Africa to Viet Nam.



II. Objectives:

A group of consultants will work with WCS Viet Nam and its project partners to:


 Review the consistency of Viet Nam&amp;rsquo;s laws and policies with relevant provisions of CITES, UNTOC, UNCAC, and FATF Recommendations, particularly those related to tackling wildlife crime;
 Highlight shortcomings or inconsistencies in the current legal framework that hinder effective investigation, prosecution, and adjudication of serious and organized wildlife crime;
 Provide concrete recommendations to amend, supplement, or draft new legal provisions to ensure full compliance with international standards to dismantle transnational wildlife trafficking networks

    FATF: FATF&amp;rsquo;s Money Laundering and the illegal wildlife trade (report in 2020); National Risk Assessment on Money Laundering (2012-2017 &amp;amp; 2018&amp;ndash;2022); national action plans to remove Viet Nam from FATF&amp;rsquo;s grey list.

 A solid understanding of the situation of illegal wildlife trade and efforts to counter wildlife trafficking in Viet Nam;
 Having a good command of English;
 Experienced in working with non-governmental organizations (NGOs).

I. Background: &amp;nbsp;

According to seizure data compiled by WCS Viet Nam, between January 2018 and June 2025, at least 173.9 tons of wildlife products, including pangolin scales, ivory, rhino horns, and big cat parts, were confiscated in 124 seizures in Viet Nam or other countries linked to the Africa - Viet Nam trafficking route. These figures underscore Viet Nam&amp;rsquo;s significant role as a hub in the global transit and consumption chain of illegal wildlife trade (IWT) that has been recognized as a transnational organized crime, closely associated with other high-risk criminal activities such as corruption and money laundering.&amp;nbsp;Economic incentives and illicit financial gains are primary drivers behind these criminal operations.

Reducing custodial sentences and expanding alternative sanctions and emphasizing the preventive and rehabilitative aspects in criminal sentencing were clearly articulated in the Politburo&amp;#39;s Resolution No. 49-NQ/TW dated 02 June 2005 on the Judicial Reform Strategy to 2020 and Law No.86/2025/QH15 amending a number of articles of the 2015 Penal Code (revised in 2017). Accordingly, various types of non-custodial penalties and their conditions of application such as warning, monetary fine, community services, expulsion, confiscation of property, prohibition from holding certain positions or doing certain works, mandatory supervision... are regulated. However, there are still limitations in the application of non-custodial principal penalties, such as the frequent use of suspended sentences instead of these penalties and sentencing decisions that are not commensurate with the nature of the offense,..

Asset recovery is a key tool to neutralize the economic benefits of organized crime. Viet Nam is a State Party to major international conventions, including the United Nations Convention against Corruption (UNCAC), the United Nations Convention against Transnational Organized Crime (UNTOC), and the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). These conventions and their related resolutions strongly recommend the recovery of illicit assets as a cornerstone in combating corruption, money laundering, and environmental crime. However, Viet Nam still faces significant gaps in fully incorporating these obligations into the national legislation as revealed in the recent UNCAC review or the Financial Action Task Force (FATF)&amp;rsquo;s mutual evaluations.

To provide a legal and scientific basis for proposing legal reforms and enhancing the effectiveness of efforts to prevent and combat transnational organized wildlife crime, WCS Viet Nam is seeking a consultant team to develop an assessment report of Viet Nam&amp;rsquo;s relevant legislation pertaining to the use of non-custodial penalties and proceeds of crime measures to address serious and organised wildlife crime.

II. Objectives:

The consultants will work with WCS Viet Nam and its project partners to:


 Conduct a legal review of Viet Nam&amp;rsquo;s current legal frameworks related to the application of non-custodial penalties and proceeds of crime measures in handling criminal cases; assess the compliance with international standards and best practices.
 Review the practical implementation of those provisions in terms of legal grounds, enforcement challenges, institutional capacity, and coordination among authorities.
 Propose legal and policy reforms to enhance the effective application of non-custodial penalties and asset recovery in combating serious and organised wildlife crime.

I. Background:&amp;nbsp;&amp;nbsp;&amp;nbsp;

In 2021 and 2024, WCS Viet Nam conducted quick research in Quang Binh province on the migration patterns of its residents to Malaysia. The findings indicated a significant decline in the number of legal labor migrants from Quang Binh to Malaysia since the early 2010s, particularly during the COVID-19 pandemic.&amp;nbsp;&amp;nbsp;

In the post-COVID-19 period, there has been a resurgence in migration of Vietnamese to Malaysia, albeit through illegal channels, with individuals exploiting the tourist visa policy within ASEAN countries. Among these migrants, some from Quang Binh province involved in wildlife-related offenses in Malaysia and were subsequently apprehended by local authorities.1&amp;nbsp;

According to records of Malaysian authorities, there were at least 94 Vietnamese, including citizens from Quang Binh, arrested in 24 cases of illegal exploiting/hunting, possessing, trading, and transporting agarwood and wildlife during the 2009 -2024 period.2 These incidents are part of a broader pattern involving numerous undocumented cases of individuals traveling abroad to engage in the illegal poaching and harvesting of agarwood. They risk their lives in pursuit of wealth through the extraction of agarwood, often suffering injuries, violence, imprisonment, and even death, which imposes significant economic burdens on their families.3 In addition to agarwood, wildlife species such as tigers, bears, deer, and pythons are also targeted by poachers.4 Despite a clear understanding of the significant risks involved, these poachers and agarwood harvesters persist due to the substantial potential profits.&amp;nbsp;&amp;nbsp;

To further understand this issue, WCS Viet Nam is going to hire a team of consultants who will work closely with local peopleto conduct research in Quang Binh to update the situation and analyze related issues of wildlife violations by Quang Binh people in Malaysia (post-COVID-19 till now).&amp;nbsp;&amp;nbsp;

I. Background:&amp;nbsp;&amp;nbsp;&amp;nbsp;

Over the past years, Viet Nam has demonstrated efforts to improve the national legal framework for better protection of wildlife; especially the 2015 Penal Code (revised in 2017) and the Resolution 05/2019.NQ-HDTP guides the implementation of Articles 234, and 235 of the Penal Code. Authorities at all levels and sectors have taken more radical and synchronous solutions in law enforcement to interrupt illegal wildlife trade (IWT) syndicates, thereby creating positive and substantial progress in numerous aspects.&amp;nbsp;

However, violations against wildlife protection regulations are still complicated in some localities. Meanwhile, after a period of applying new regulations on penalties for wildfire-related violations, a number of obstacles in the investigation, prosecution and conviction process have been revealed, leading to inconsistent application of the wildlife laws by relevant agencies. Especially for cases related to pangolin scales, relevant agencies still face many difficulties in valuation, examination, determination of crimes and level of penalties, handling of evidence, etc.&amp;nbsp;

To effectively prevent wildlife-related violations as guided in the Party&amp;rsquo;s Central Commission for Propaganda and Education (CCP)&amp;rsquo;s Instruction No. 13-HD/BTGTW dated July 19, 2021, WCS is looking for a team of consultants to support the development and broadcast of an educational reportage of wildlife protection policy compliance and handling of violations related to pangolin scales in Viet Nam.&amp;nbsp;

II. Objectives:&amp;nbsp;

The consultant team will lead his/her team to collaborate with WCS Viet Nam to develop scripts, produce a reportage and broadcast it on a television channel with the following objectives:&amp;nbsp;


 
 Provide an update to the TV audiences on the violations against the wildlife protection regulations through typical cases related to pangolin scales.&amp;nbsp;&amp;nbsp;
 
 
 Educate the TV audiences about the laws on wildlife protection in general and pangolin protection in particular and the ways to prevent committing crimes.&amp;nbsp;

IV. Requirements (selection criteria):&amp;nbsp;


 
 A creative/media/PR consultant team with an educational background in journalism, communications, or a related field, as well as experience in developing and running communication plans in the legal field, particularly programs focused on legal education for the community.&amp;nbsp;&amp;nbsp;
 
 
 Minimum required personnel:&amp;nbsp;&amp;nbsp;
 
 
 01 lead consultant (team leader) responsible for advising on the development of communication content and liaising with relevant stakeholders. The lead consultant must have at least five years of experience in journalism, communication, or media, and must have experience in conducting interviews with offenders and law enforcement agencies. Additionally, he/she should possess leadership skills to ensure tight deadlines and high-quality deliverables.&amp;nbsp;&amp;nbsp;
 
 
 01 or 02 consultants (team members) with at least three years of experience in media production and field recording, as well as the post-production phase.&amp;nbsp;

1. A technical proposal with detailed methods to achieve the output/deliverables mentioned in section III.&amp;nbsp;

3. Financial proposal (in VND, estimated total number of working days and daily rates, including all taxes and fees such as personal income tax, VAT, etc.)&amp;nbsp;
